Position Overview

We are looking for a Software Engineering Manager to provide leadership and direction to software engineers utilizing Agile development methodologies to design, engineer, implement, test, and transition new or enhanced software solutions for production use. The manager will report to a Senior Manager and collaborate with enterprise architecture, infrastructure operations, product and project leads, and other in‑house developers, engineers, and analysts. Responsibilities include overseeing the department’s budget, reporting to senior management, and strategically managing team resources through talent identification, professional development, and resource optimization.

Responsibilities

• Oversee and manage the organization’s IT assets; coordinate development from concept to installation.
• Act as liaison between clients, vendors, and consultants.
• Conduct performance appraisals, development, motivation, coaching, and mentoring.
• Recommend hiring, staffing, scheduling, performance evaluations, disciplinary actions, and training needs.
• Manage agile team(s), including consultants, developers, and testers.
• Lead on all aspects of the agile teams: technical direction, process improvement, alternatives analysis, risk management, corrective actions, issue and defect resolution, value delivery, and general challenges.
• Ensure compliance with Federal Reserve Bank, System, and Treasury policies and procedures.
• Communicate effectively with clients and all levels of management, peers, and organizations within the Federal Reserve System and the Treasury.
• Partner with Treasury Product Management, Treasury customers, scrum masters, and other Federal Reserve System management areas such as Financial Management, National IT, Audit, Procurement, Legal, and Vendors.
• Research and maintain knowledge of new application methodologies and tools, as well as Federal Reserve District and System technology priorities.
• Maintain a vigilant security posture, including upgrading information security as needed.

Qualifications

• Bachelor’s degree in Engineering, Computer Science, MIS, or related field.
• 5+ years in IT leadership, responsible for engineering and delivery of complex applications.
• Experience with staffing decisions, mentoring, development, and performance evaluations.
• Broad technology experience with object‑oriented programming languages and cloud‑native technologies.
• Proficiency in cloud computing, DevOps, development pipeline orchestration, and software engineering practices.
• Leadership of teams using Agile methodologies.
• Collaboration across IT and business units.
• Knowledge of secure software development principles and test‑driven development.
• Understanding of modern web application architecture and API communication patterns.
• Detail oriented with strong organizational skills.
• Ability to assess complex procedures, practices, and policies.
• Industry certifications or degrees in application development, methodology, process, agile, cloud development, or cybersecurity are desired.
• US citizenship required.
• Travel may be required between 5 % and 15 %.
