The Office of Health Promotion and Education, located in the Student Health Building at North Carolina Central University, promotes the health and well-being of students through evidence-based health education and prevention initiatives. The office develops and implements programs that empower students to make informed decisions about their overall well-being. Through campus-wide education, outreach, and collaboration with university and community partners, the office addresses priority health topics, including mental health, sexual health, substance use prevention, healthy relationships, and overall wellness. The Office of Health Promotion and Education also supports student engagement through peer education, student organizations, and wellness spaces. By fostering a culture of wellness and providing access to health resources and prevention services, the office contributes to student retention, success, and the development of lifelong healthy behaviors Primary Purpose of Position
This position is time-limited until June 30, 202X, grant supported; and reports to the Director of Health Promotion and Education. The Public Health Coordinator is responsible and accountable for NCCU health education and promotion policies, procedures and overall program priorities related to STI/HIV prevention. Specifically this position is dedicated to the ITTS grant with testing program promotion and reporting responsibilities. The primary mission of ITTS is to increase the number of persons living with HIV who know their status and are linked to prevention, care, and treatment services. Activities should be directed to individuals whose behaviors or circumstances place them at risk. ITTS shall contribute to the reduction of HIV and other STDs. By bringing Counseling, Testing and Referral (CTR) services into the community, these services can be used to reach groups who, as a population, may or may not recognize that they are at risk for HIV infection and other STDs, therefore, are underdiagnosed. This position provides testing in non-traditional settings during non-traditional hours. Trained CTR staff ensure that clients testing positive are successfully linked with medical care and other services by providing active follow-up and referrals for all positives. Staff also ensure HIV positive clients are linked to local providers or Patient Management Networks for HIV Care Coordinators for additional case management. Required Knowledge, Skills, and Abilities
* Knowledge of Health Education Responsibilities, Competencies, and Sub-competencies as well as Health Education theory and research methods
* Knowledge of evidence-based practices for HIV and sexually transmitted infections prevention and risk reduction
* Experience with health communications, health education material creation and social media
* Strong written and oral communication, interpersonal and organizational skills
* Ability to work independently, proactively, and collaboratively
* Experience with data collection, analysis and reporting
* Fluent in Microsoft Word, Excel, Power Point or other word processing, presentations and data analysis software
* Peer education experience and experience working with volunteer committees
* Experience and interest in work with diverse groups of people and/or underrepresented groups

* Data entry ability, attention to detail, good motor skills, and interpersonal skills Minimum Education/Experience
* Bachelor degree in health behavior, health education, health promotion, public health or related field or 3-5 years of experience as a certified phlebotomist. Licenses or Certification required by Statute or Regulation

Strategic Partnerships & Innovation
Describe the specific tasks and responsibilities related to the function. Primary roles/functions: Strengthen Campus Partnerships to extend outreach
• Coordination of all Integrated Targeted Testing Services (ITTS) education, outreach, and testing events
• Work collaboratively with campus partners to provide inclusive education on topics such as Sexually Transmitted Infections (STIs), HIV, general sex education, and preventive treatment options such as PReP to individuals identified to be at a high risk of contracting HIV
• Work closely with our community partner, Durham County Department of Public Health to provide large-scale testing events, participate in community outreach, and acquire additional training as needed
• Collaborate with at least two new student organizations or departments each semester.
• Co-sponsor events to reach diverse student populations.
• Evaluate partnership impact through attendance numbers and student feedback
• Plan, publicize and provide monthly HIV/STD testing
• Maintain a detailed and accurate monthly report that includes a log of all ITTS testing events, activities, and number tested, number of positive tests, whether client identifies as MSM or transgender at each event and submit to the DCoDPH CD/MCH Program Manager by 5th day of each month. Function

• Manage campus-wide condom and safer sex supply distribution program
• Collect project data, prepare, submit monthly and quarterly reports for the ITTS program and as needed for organizational unit reporting
• Serve as co-advisor for Project SAFE to support education efforts related to STI/HIV outreach
• Attend required requested trainings, conferences, meetings and symposia on behalf of the State Branch and lead agency
• Encourage healthy lifestyle choices
• Reduce risky behaviors
• Empower student to make healthy, informed decisions
• Observe client intake and counseling sessions to determine and improve the quality of services.
• Reach high risk individuals with an emphasis on priority populations and a minimum of 25% of those tested should be Men who have Sex with Men (MSM). One-month testing projections are 38 HIV, 38 Syphilis, and 23 Gonorrhea and Chlamydia.
• Link and track 90% of these clients to referral services for prevention, care and treatment services using EvalWeb and other forms of documentation as needed.
• Submit urine samples to DCoDPH within 2 days of collection.
• Identify a positivity rate of 1.0% for HIV and syphilis.
• Maintain quality assurance procedures by administering a minimum of 10 random client satisfaction surveys twice per year. Have summarized results available for review during site visits.
• Ensure (to the extent possible) that all venues are "physically" safe for participants.
• Ensure that staff provide participants with intervention prevention activities in a respectful manner compatible with their cultural health beliefs, practices, and preferred language Function

• Preparing and sterilizing equipment, such as needles, vials, and blood storage bags.
• Demonstrating compassion and high-quality customer service.

• All staff who conduct HIV/STD testing must annually submit a signed confidentiality agreement form
• Complete annual bloodborne pathogens training, complete CTR training and have a Phlebotomy Certificate.
