Job Description TJJD provides dorm-based residential treatment to youth committed to TJJD and assigned to a state-operated high-security juvenile correctional facility. The dorm to which a youth is assigned depends upon whether the youth require general treatment only or supplemental treatment including, but not limited to, mental health, aggression management, or sexual behavior treatment. All youth may be temporarily removed from their assigned dorms and placed in the Regulation Safety Unit (RSU) upon engaging in certain dangerous or disruptive behaviors. The Regulation Safety Unit contains individual rooms, uses a central control station to control entry to and exit from the unit, and implements enhanced youth supervision and counseling practices. Performs moderately (journey-level) managerial work reviewing Regulation Safety Unit admission and local extension decisions; ensures youth are provided due process and appropriate documents; supervises the Regulation Safety Units case managers, youth development coaches (coaches), and liaisons; oversees and evaluates the units daily operations, security programs, and treatment program activities involving youth and staff; conducts youth treatment programs; and monitors overall appropriateness of referrals and admissions to the Regulation Safety Unit. Assists with supervision of the facilitys overall physical security, entrance and egress to the facility, searches, gate house operations and control center operations, and may supervise the Redirect Program. Work involves: reviewing Regulation Safety Unit admission and local extension decisions and making determinations to release youth from the security program before expiration of the approved period; conducting youth groups, interventions, and individual counseling; providing technical assistance, training and direction to the case managers and youth development coaches; ensuring compliance with laws, rules, regulations, policies, procedures, and standards relating to case management, individual counseling and group-counseling sessions, due process, unit security, youth movement, on-the-job training, and related operations and programs; planning, prioritizing, and scheduling unit activities; facilitating multi-disciplinary team meetings; analyzing and using data to make and support decisions and make recommendations to improve programs and operations; representing the unit during staff and special meetings and providing relevant information regarding the units operations and activities with the program supervisor, facility compliance officer, and facility administrators; acting as the units liaison with representatives of various facility programs and other community and juvenile justice agencies; ensuring adequate youth development coach shift supervision and providing direct supervision of youth development coaches and youth during periods of staff shortage or during emergencies; leading and directing activities of the Regulation Safety Unit and Special Tactics and Response Team (STAR) and the Gang Intelligence unit; and administering and supervising youth urinalysis tests. Works in close partnership with a variety of service providers and treatment program staff to ensure availability of all treatment and program services and promote the multidisciplinary team approach. Works under general supervision, with limited latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week, be on-call, and travel. Essential Job Duties Reviews or designates the review of Regulation Safety Unit admission and local extension decisions; visits and counsels assigned youth to provide assurance to the youths well-being; and makes determinations to release youth from the security program before expiration of the approved period. Provides oversight, leadership, training and technical assistance to case managers and youth development coaches in the performance of their duties; promotes ethical leadership, excellent performance, confidentiality, a positive working environment, and professional development. Monitors performance of duties; provides feedback, coaching, and mentoring and uses the coaching, monitoring, and oversight tools for their assigned program area; conducts performance reviews of supervised staff; and initiates or takes corrective personnel actions as necessary. Promotes understanding of the security program and residential treatment goals and objectives and coaches staff on strategies to achieve goals and objectives; coordinates the implementation of policy and procedural changes; collaborates with training specialists to identify training needs of unit staff; and ensures case managers and youth development coaches complete training requirements. Monitors and evaluates measures to maintain a secure residential setting; reviews documentation regarding head counts, serious incident reports, suicide risk screenings, and contraband searches to ensure compliance with established procedures and standards; identifies inconsistent practices and implements solutions; coordinates the #J-18808-Ljbffr Texas Juvenile Justice Department
