Summary About the Position: This position is located at DoWEA Headquarters in Alexandria, VA. This position may be eligible for situational telework as determined by the agency policy. The Department of Defense Education Activity (DoDEA) is transitioning to the Department of War Education Activity (DoWEA) Responsibilities Increase awareness and understanding of DoDEA within internal and external audiences to enhance and support student learning and achievement. Program, initiate and direct a transparent, two-way internal and external communication program to meet a variety of information needs in agreement with the overall mission and policies of DoWEA and the DoW. Perform a full range of first-level supervisory responsibilities; plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Maintain a continual awareness of changes in Public Affairs needs and Strategic Communications needs and shifts emphasis as necessitated by unexpected public reaction to a particular program or event. Plan a world-wide information program, conducting appropriate research and participating in the formulation of plans and policies to assure direct consideration of public information and public relations implications of planned actions. Advise senior leaders and staff on all matters involving public issues and the development of communication policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: planning, designing and carrying out public affairs programs, campaigns, projects, and/or studies; advising on public affairs issues; representing the organization in various outreach activities related to public affairs; and performing a full range of first-level supervisory responsibilities, such as; assigning work to subordinates, evaluating work performance of subordinates, and identifying training needs of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
