Part Time Position - 25 Hours Week (5 per day)

HUMAN RESOURCES SPECIALIST

Under the supervision of the human resources director, the human resources specialist shall be responsible to:

1. Implement all phases of the employee recruitment process. 
2. Monitor position vacancies through the Position Availability Log (PAL) and determine the ed to advertise jobs. Utilize and maintain various methods of job advertisements, including the agency website, job flyers, job search websites, attend career fairs, etc. 
3. Screen employment applications and ensure timely notification of screening results. 
4. Coordinate interviews with position monitors, schedule job applicants, prepare interview materials, orientatate interview panels, ensure candidates are notified of interview results in a timely manner, etc. 
5. Establish and maintain employment candidate eligibility lists and provide to supervisors as needed. 
6. Administer all phases of the pre-employment process, including conducting reference checks, physicals, criminal record clearances, making tentative and final job offers, entering information in HRIS, assign introductory performance reviews, etc. 
7. Conduct new team member preboarding, including completion of required employment documents and employee self-service registration in HRIS. 
8. Create, maintain, and update employee information records and files (e.g., HRIS, personnel files, center staff licensing files, new hire tracking log, position availability log, etc.), process personnel changes, and generate a wide variety of reports, as needed and requested. 
9. Conduct offboarding, including preparing related documents, notifying pertinent personnel and providing exit meeting instructions, terminating employee in HRIS, conducting exit interviews as requested, etc. 
10. Receive, review, and submit volunteer/intern applications to HR coordinator or HR director for final review and/or approval. Coordinate volunteer start dates with appropriate supervisor and ensure applications are recorded and filed accordingly. 
11. Generate and distribute a variety of reports, including semi-monthly personnel count reports, new Head Start team member reports for policy council, labor default, mandated reporter, first aid/CPR, education attainment, general employee information, etc.
12. Remind Head Start teaching personnel a year in advance of permit expiration date and monitor non-compliance. 
13. Ensure mandated reporter training renewals are completed when due.
14. Assist departments with HR-related audits and gathering of documents and generating reports as requested.
15. Other duties as assigned. 

  EMPLOYMENT STANDARDS

  Required Education and Experience: 

• Minimum of a certificate in human resource management or minimum 30 completed college units towards degree. 
• Minimum of three years’ experience in an increasingly responsible human resources recruitment or generalist capacity. Experience must include extensive and direct interaction with clients and the general public. 

Preferred Criteria :  Degree in human resources or closely related field. Employee recruitment and/or preboarding/onboarding and offboarding experience. Fluent bilingual (English/Spanish) skills. 

Knowledge and Abilities:   Ability to demonstrate initiative. Knowledge of and ability to proficiently and effectively use computers and related programs such as Word, Excel, and PowerPoint. Knowledge of modern office methods and equipment. Knowledge of Human Resources Information System (HRIS). Ability to demonstrate accuracy in record keeping and excellent organizational skills. Ability to maintain the strictest confidentiality. Ability to speak effectively and make presentations before a group. Ability to work with many interruptions. Ability to follow through on assigned tasks. Ability to establish and maintain cooperative and effective working relationships with supervisor, staff, and the general public. Ability to learn quickly and perform assigned specialized duties in a variety of administrative assignments with minimum supervision and within scope of authority. Ability to follow oral and written instructions. Ability to communicate effectively both orally and in writing. Ability to compose and prepare clear, concise, and descriptive correspondence and reports. Ability to multitask while under varying deadlines and pressures. 

Physical Abilities : Ability to effectively use hands and fingers in the use of computer keyboard, filing documents, use of office equipment and for completing forms. Ability to safely drive own or company vehicle.  

License or Other Requirements:   Must possess a valid California driver’s license and submit to a job-pertinent, agency-paid pre-employment physical. Employment is conditional pending satisfactory results of pre-employment physical.
