Job Summary & Quality Impact

1.1  Purpose: The Strategic Procurement Specialist drives high-level supply chain strategy, vendor risk management, and commercial negotiations for raw materials, critical components, and outsourced services. This role balances cost optimization and inventory availability with strict adherence to API Spec Q1 and ISO 9001 standards.

1.2  Quality Statement: Pursuant to API Spec Q1 (Clause 5.6), this role ensures that supplier evaluation, selection, and purchasing controls mitigate risks to product quality and delivery performance. By establishing rigorous criteria for vendor qualification and contract requirements, this role ensures all critical supply channels satisfy regulatory, engineering, and customer specifications.

1. Competence Requirements (ISO 9001 Cl. 7.2 / API Q1 Cl. 4.3.2)

Education

Bachelor’s degree in Supply Chain, Business, Engineering, or equivalent experience.

Experience

3–5+ years in strategic sourcing, vendor management, or contract negotiation in manufacturing.

Technical

Proficiency in ERP/MRP systems (JobBoss2) and deep understanding of MTR/CoC requirements or wiliness to learn.

Working knowledge of ISO 9001:2015 and API Spec Q1 supply chain audit controls.

Duties & Responsibilities (Strategic & Compliance Focus)

4.1 Supplier Management & The Approved Vendor List (Clause 5.6.1)

• Supplier Qualification: Evaluate and audit prospective suppliers based on technical capability, financial viability, and quality management systems (ISO/API certifications).

• AVL Oversight: Manage and maintain the Approved Vendor List (AVL), conducting periodic risk assessments and re-evaluations pursuant to API Spec Q1 requirements.

• Audit Support: Participate in third-party and vendor quality audits alongside the Quality Assurance team.

4.2 Strategic Sourcing & Contract Execution (Clause 5.6.2)

• Sourcing Strategy: Develop and execute long-term sourcing strategies for critical raw materials, forgings, castings, and pressure-containing components.

• Contract Negotiations: Negotiate master service agreements (MSAs), pricing, payment terms, lead times, and quality clauses to align with operational goals.

• Technical Alignment: Collaborate with Engineering to ensure technical purchasing specifications, alloy requirements, and NDT/inspection guidelines are explicitly defined in purchasing agreements.

4.3 Supply Chain Risk Management & Non-Conformance (Clause 5.6.3)

• Risk Mitigation: Identify single-source vulnerabilities and establish dual-sourcing strategies for critical materials.

• High-Level CAR/CAPA Support: Partner with Quality Assurance to issue and enforce Corrective and Preventive Actions (CAPA) for persistent supplier non-conformances or field failures.

• Material Discrepancies: Lead high-visibility Return to Vendor (RTV) claims and commercial resolution for major quality deviations.

4.4 Performance & Metrics Tracking

• Supplier Scorecards: Measure, report, and analyze key vendor metrics (on-time delivery, quality acceptance rates, competitive pricing compliance).

• Executive Reporting: Present quarterly vendor performance reviews and strategic supply chain risk updates to senior leadership.

Authority

• Vendor Status: Authorized to recommend addition, probation, or removal of suppliers on the Approved Vendor List (AVL).

• High-Value Requisitions: Authorized to review, negotiate, and approve high-value POs and long-term supply contracts within designated corporate financial limits.

• Quality Stop-Work: Authorized to pause procurement activities with suppliers undergoing quality holds or major non-conformance investigations.

Measures of Performance (KPIs)

• AVL Compliance: 100% of strategic suppliers hold up-to-date quality certifications and active evaluations in the JobBoss2 Repository.

• On-Time Delivery (OTD): Vendor base achieves on-time delivery across strategic accounts.

• Supplier Quality Score: Zero unaddressed critical non-conformances or unresolved CAPAs beyond target closure dates.

• Cost Management: Successful delivery of targeted annual cost-saving and lead-time reduction initiatives without compromising quality compliance.

• Environment: Office environment with occasional travel for supplier site audits and industry expos.

• Senses: High visual and analytical requirement for contracts, technical drawings, and data analytics.

• Movements: Regular sitting; periodic trips to the warehouse and production floor for inventory and receiving reviews.
