Building Inspector I : $56,763.84 - $79,469.37 Building Inspector II : $62,582.13 - $87,614.98 Building Inspector I Under general supervision, enforce compliance with city ordinances and building codes; assist in the review of building plans; provide professional, effective, and efficient public service assistance to the general public; and perform other duties as assigned. This position is part of the Building Safety section of the Building & Community Services Department. Distinguishing Characteristics This is a multi-incumbent classification and the entry/journey level class in the Building Inspector series. The position is distinguished by its limited responsibility and training-oriented nature. The employee reports to the Building Inspections Supervisor. Responsibilities Review plans and specifications of projects to gain familiarity with the projects prior to inspection; perform field inspections to evaluate the work performed and materials used. Enforce all applicable provisions of the International Building, Electrical, Plumbing, and Mechanical Codes as adopted and amended by local ordinances. Perform field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling to assure conformance with applicable building, electrical, plumbing, and mechanical codes. Inspect foundations, concrete, framing, plastering, and a large variety of other complex and routine structural building elements. Examine grade, quality, and treatment of lumber, steel, roofing materials, electrical system components, plumbing fixtures, mechanical systems, and related building elements to secure compliance with applicable codes and ordinances; review quality of installation and workmanship. Inspect complex and simple electrical installations; ensure safety of electrical construction; review quality of materials and workmanship. Inspect residential and commercial mechanical, heating, and air conditioning systems. Make field reviews of building plans and specifications. Conduct follow up inspections as necessary to assure conformance; suspend construction as necessary. Confer with architects, contractors, builders, property owners and the general public, both in the field and in the office; explain and interpret code provisions and local building regulations and requirements; respond to citizen inquiries and complaints. Complete and maintain a variety of records, reports, documents, and correspondence relating to inspection activity. Assist those contacted in the course of duty in an effective, efficient, and professional manner. Perform other duties as assigned. Education, Training and Experience High School diploma or GED equivalent. Minimum two (2) years experience in construction or related field. Licenses and Certificates A valid State driver license is required at the time of appointment and must be maintained throughout employment. Special Requirements Possession of, or ability to obtain, a Texas State Board of Plumbing Examiners Plumbing Inspectors License within six (6) months of employment. Employment Standards Knowledge of Principles and practices of commercial, industrial, and residential building construction including structures, electrical systems, plumbing, and mechanical systems. Accepted building safety standards and methods. Methods and techniques of report preparation. Operations, services and activities of the city. Pertinent Federal, State and local laws, codes and regulations. City building codes and ordinances, specifically the International Building, Electrical, Plumbing, and Mechanical Codes. Construction methods and materials. Ability to Interpret, explain, and enforce departmental policies and procedures. Interpret and apply applicable Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Read and interpret construction plans and blueprints. Apply applicable codes and ordinances to various commercial, industrial, and residential construction projects. Establish and maintain cooperative working relationships with those contacted in the course of work. Physical and Mental Demands Physical Demands – While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk and hear; use hands to handle, feel or operate objects, tools or controls; reach with hands and arms; and perform repetitive movements of hands or wrists. The employee is frequently required to lift or move moderately‑heavy objects. Specific vision abilities required for this job include close vision and the ability to adjust focus. Mental Demands – While performing the duties of this class, an employee uses written and oral communication skills; reads and interprets data, information and documents; analyzes and solves problems; uses math and mathematical reasoning; performs highly detailed work; deals with multiple concurrent tasks; and interacts with others encountered in the course of work, including frequent contact with customers and/or the public and dissatisfied/abusive individuals. Work Environment – The employee works in an office environment with frequent travel between sites, exposure to computer screens, and field conditions during inspections. Certain positions within the classification may require availability to work a flexible schedule. Building Inspector II Under general supervision, enforce compliance with city ordinances and building codes; inspect residential and commercial construction projects for compliance with all building, safety and construction codes and regulations, and with the approved building plans; and perform other duties as assigned. This position is a part of the Building Services section of the Building & Community Services Department. Distinguishing Characteristics This is a multi‑incumbent classification and the mid/journey level class in the Building Inspector Series. The position is distinguished by its emphasis on residential inspections and meets state requirements in plumbing inspections. This position reports to the Building Inspections Supervisor. Responsibilities Inspects residential and commercial building construction and building trades activities conducted under permits issued by the City; assures construction activities are in compliance with all applicable codes, ordinances and regulations. Inspects building, mechanical, electrical, plumbing, energy, pool, irrigation, fence, and sign construction; approves work which conforms to City codes and zoning regulations; requires corrections to be made when deficiencies are discovered; coordinates inspection work with other departments and agencies. Reviews plans and specifications of projects to gain familiarity with the projects prior to inspection; performs field inspections to evaluate the work performed and materials used. Verifies quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates and applicable codes and regulations; notes deficiencies and deviations from plans; interprets regulations, and stop work orders within scope of authority. Maintains communications with developers and builders on construction and inspection projects; analyzes practices, identifies problems, and recommends improvements; maintains and updates inspection records, project documentation and Department files. Refers serious problems and disagreements in compliance issues to supervisor. Answers inquiries and assists customers with application process, compliance issues, permit review, codes and code enforcement, and other City standards and regulations. Responds to requests for information; provides technical information and assistance to City staff as authorized; provides assistance to the public within scope of authority. Maintains and updates files and records related to inspection and enforcement activities. Maintains the integrity, professionalism, values and goals of the City by ensuring that all rules and regulations are followed, and that accountability and public trust are preserved. Cooperates with co‑workers professionally to accomplish work efficiently and effectively. Perform other duties as assigned. Education, Training and Experience High School diploma or GED equivalent.
