Capital Project Manager
Under general direction, manages the planning, design, and construction of capital improvement projects. Such projects usually involve design and construction spanning several years and result in a new building, park, or other public infrastructure, or a major addition or renovation to existing infrastructure. This work usually requires significant management of consultants and contractors; planning, design, bid and construction phase management; development and management of budgets and schedules; and environmental review. Incumbent may be responsible for long-range facility planning and studies associated with their assigned project(s). Incumbent may supervise and coordinate the work of a team of subordinate project staff, and perform related duties as required.
This is a specialized, single-position classification. The incumbent is responsible for the coordination and oversight of capital infrastructure projects. The incumbent is expected to use procedures and methods consistent with County policy, and to ensure that projects are completed on time and on budget and meet program objectives.
Receives general supervision from Public Services Director/Public Works Director or assigned supervisory staff. Provides supervision, work coordination, and training to assigned staff.
Examples of duties include:
- Develops, plans, manages, and executes major capital improvement projects
- Administers design and construction contracts by reviewing program reports, designs, specifications, estimates, invoices, and construction activities of firms under contract to ensure compliance with project scope and design criteria; evaluates completed projects; verifies that contractual terms have been met.
- Consults with other County departments, outside agencies, and the public.
- Represents the Public Services Department or Public Works Department on committees and makes presentations as required for project communication and/or approval.
- Monitors and reports on the budgets, schedules, and status of work being performed by subordinate employees, consultants, and contractors
- Coordinates and supervises work done jointly with other County departments and divisions relative to assigned projects.
- Responsible for all phases as required for assigned projects including project initiation, consultant selection, design, bidding, construction, and post construction.
- Confers with and coordinates other County department managers and representatives regarding new construction and/or alterations to existing facilities.
- Conducts feasibility studies and research to determine project requirements, options, and costs for proposed infrastructure modifications.
- Prepares project budgets and schedules, and is responsible for monitoring, managing, and meeting approved budgets and schedules.
- Prepares consultant solicitations; supervises consultant selection process; negotiates and administers consultant contracts.
- Directs consultants in the design and preparation of plans and specifications that meet project requirements and comply with County standards.
- Develops cost estimates or manages the preparation of cost estimates for projects and makes recommendations as needed to meet project budgets.
- Prepares and process documents necessary for applicable notices, permits, and approvals.
- Prepares or manages preparation of documents necessary for bidding and manages the bidding process.
- Monitors construction for conformity and compliance with plans, specifications, codes, and ordinances.
- Manages projects during construction including coordination of County departments and preparation or evaluation of change orders, payment requests, punch lists, and reports.
- Assures that as-built data is properly recorded, operation and maintenance data are submitted and distributed, and that projects are properly closed out at completion
- Follow through on warranty issues during warranty period and assures timely and proper repair or replacement of covered items.
- Provides regular status reports for all assigned projects.
- Assists in preparation or evaluation of reports, studies, correspondence, long range plans, or presentations, as required.
- Reports to Public Services Director, Public Works Director and/or Board of Supervisors regarding progress and status of assigned projects.
- Travel to various off-site locations to oversee compliance with project plans, specifications, codes, and relevant ordinances in construction projects.
- Performs related duties as assigned.
Minimum qualifications include:
- Knowledge of the principles, practices, and methods of design and construction, especially as applied to public projects which come under the jurisdiction of the County.
- Laws, rules, regulations, and ordinances impacting construction in Lake County.
- Construction methods, materials, and equipment.
- Construction project management.
- Basic knowledge of engineering principles.
- Contract administration.
- Proper inspection methods and procedures.
- Research and statistical methods.
- Computer equipment and software applicable to construction project administration.
- Principles of supervision, training, and work evaluation.
Ability to:
- Read and correctly interpret complex plans and specifications.
- Work with people in groups and individually
- Coordinate the work of engineers, architects, contractors, and others engaged in the programming, planning, design, and construction of capital improvement projects.
- Plan and organize major work projects and make assignments of work to meet deadlines on large and complex projects.
- Use computers and software including word processing, spreadsheet, and project management applications.
- Manage consultants' preparation of construction and contract documents.
- Communicate both verbally and in writing at a level commensurate with successful job performance.
- Provide supervision, training, and work evaluation for assigned staff.
- Provide input for plans, designs, and specifications for public works construction projects.
- Administer contracts.
- Analyze and evaluate construction project data and information, developing sound recommendations.
- Oversee and perform construction inspections, ensuring compliance with contracts, plans, and specifications, and proper use of quality materials.
- Make accurate engineering calculations.
- Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines.
- Constantly demonstrate cooperative behavior with colleagues, supervisors, and customers/clients.
Possession of, or ability to obtain, an appropriate valid California Driver's License.
Five (5) years of increasingly responsible experience in the development and oversight of construction projects, including experience in project administration.
Completion of a bachelor's degree with coursework in engineering, construction management, or project management is desirable.
