Position Title: Project Manager / Site Superintendent

Location: U.S. Environmental Protection Agency (EPA) Edison Environmental Center, 2890 Woodbridge Avenue, Edison, NJ

Work Schedule: Core hours are Monday through Friday, 7:30 AM to 4:00 PM, except Federal holidays; emergency and after-hours support may be required.

Reports To: Program Director / Corporate Leadership

Position Summary

The Project Manager / Site Superintendent serves as TeamGOV's on-site leader for the operations and maintenance contract at the EPA Edison Environmental Center. This position is responsible for overall supervision of contract personnel, coordination with the Government, management of facility maintenance operations, oversight of preventive maintenance and work orders, safety and security compliance, and support of emergency response and continuity of operations. The role requires strong leadership in a federal laboratory and facilities environment, including knowledge of electrical systems, HVAC systems, digital controls, chemical fume hoods, and specialized exhaust systems.

Essential Duties and Responsibilities

· Provide overall onsite supervision to ensure all contract requirements are performed efficiently and in accordance with the Performance Work Statement (PWS).

· Serve as the primary site liaison with the Contracting Officer Representative (COR), Contracting Officer (CO), and other Government stakeholders.

· Lead and manage facility maintenance operations involving electrical, mechanical, HVAC, refrigeration, laboratory support systems, grounds support, and administrative services.

· Plan, assign, and oversee daily work activities, staffing coverage, schedules, and performance of site personnel and key leads.

· Develop, maintain, and oversee preventive maintenance plans, operational procedures, work order execution, and required contract documentation.

· Conduct weekly status meetings and prepare monthly reports, inventory updates, and other deliverables required by the Government.

· Ensure emergency repairs are initiated within required response timeframes and that continuity of operations is maintained.

· Oversee compliance with OSHA programs and site safety requirements, including lockout/tagout, confined space, hazard communication, PPE, hot work, and hearing conservation.

· Ensure employees are properly trained, cross-trained, licensed, and credentialed for assigned duties.

· Provide leadership for building systems operations, including HVAC and refrigeration systems, digital data control systems, chemical fume hoods, and specialized air exhaust systems.

· Monitor quality of work, address deficiencies, and implement corrective actions to maintain contract performance standards.

· Support laboratory and facility operations by coordinating maintenance shutdowns, repairs, and technical activities with minimal disruption to mission requirements.

Minimum Qualifications

· Ten (10) years of direct supervisory experience managing facilities maintenance and operations.

· At least ten (10) years of experience as a senior licensed electrician.

· Demonstrated ability to read, write, and communicate effectively in English.

· Knowledge and experience with heating, refrigeration, and air conditioning (HVAC) systems, including digital data control systems.

· Knowledge and experience with chemical fume hoods, specialized air exhaust systems, and scientific/laboratory equipment.

· Experience managing work in commercial, industrial, laboratory, or government facilities environments.

Preferred Qualifications

· Experience managing federal facilities operations and maintenance contracts.

· Experience using CMMS or similar maintenance management systems.

· OSHA 30-Hour training or comparable safety training.

· Experience supporting laboratory environments, critical systems, and regulated facility operations.

· Familiarity with preventive maintenance planning, reporting, inventory management, and emergency response coordination.

Supervisory Responsibility

· Direct supervision of Electrical Lead, Mechanical Lead, and other assigned operations and maintenance personnel.

· Oversight of subcontractors, vendors, and support staff as required by the contract.

· Must demonstrate professional conduct, reliable attendance, and the ability to work safely in a secure federal facility environment.

· Must comply with all applicable Federal, State, Agency, OSHA, and site-specific safety and security requirements.

· Must support emergency response, preventive maintenance, reporting, and continuity of operations requirements under the contract.
