Harbor is seeking a Manager of Infant & Early Childhood Mental Health Consultation (IECMHC) to join our Toledo team! This leadership role provides consultation services across home, community, and childcare settings, supporting the social-emotional development and mental well-being of infants and young children. The ideal candidate will demonstrate expertise in IECMH-C Prevention standards, the continuum of care, service taxonomy, clinical documentation, and related technical competencies, as evidenced through peer review. 

This is a full-time position working 40 hours per week.  

REQUIREMENTS

Education:

• Minimum Bachelor’s degree in Counseling, Social Work, Psychology, Child and Family Studies, or related degree from an accredited college or university is required. 

Experience: 

• Experience or education (BA/BS/MBA) in business management tasks, including creating and monitoring budgets, producing outcomes reporting, and programmatic growth forecasting preferred. 
• Experience in providing IECMH/Prevention services required. 
• Candidate will have strong attention to detail and be self-motivated and organized, with the ability to multi-task and meet deadlines.  
• Strong written and verbal communication skills are necessary.   
• Must be proficient and accurate in computer use, including Microsoft Word.  

Licensure and Certifications:  

• Professional license in Ohio preferred (LPC, LPCC, LSW, LISW, etc.).   
• Candidate is required to earn their Ohio ECMH Professional Credential once eligible; candidate will be required to earn their Ohio Certified Prevention Specialist (OCPS) or Ohio Certified Prevention Consultant (OCPC) certification. 
• CPR/First Aid and NCI/CPI Certifications required within 90 days of employment. 
• Must have a valid Driver’s license, acceptable driving record, and be deemed insurable through Harbor’s vehicle insurance carrier. 
• When applicable, non-licensed staff will be required to complete 20 hours of CEUs every 24 months. 

RESPONSIBILITIES  

Essential Functions and Primary Responsibilities:  

1. Provides personnel management functions for all assigned staff, including orientation, supervision, annual evaluations, involvement in hiring direct service staff, disciplinary actions, etc. 
2. Provides IECMHC/Prevention across settings in all counties in which Harbor has funded grants and executed contracts for these services, including individual, programmatic, and classroom consultation. 
3. Provides referral options to clients exhibiting signs and symptoms indicative of mental health treatment needs. 
4. Provide Prevention Education and alcohol and other drug information to parents/guardians of our client population. 
5. Provides appropriate documentation of required outcomes/outcome data for granted funds/contracts to partner organizations and funding partners. 
6. Assist in development, innovation, and implementation of IECMHC/Prevention programs. 
7. Assist with RFP/grant writing. 
8. Be responsible for data collection. 
9. Assist with development and implementation of budgets. 
10. Utilizes the required systems for documentation in the format appropriate and acceptable to Harbor and funding partners. 
11. In providing services, fulfills or exceeds unit expectations established by Harbor. 
12. Develops programming in the area of IECMHC to serve our community. 
13. Assists in department/agency committees, activities, and projects, and develops and maintains appropriate relationships with staff members.  
14. Keeps current with trends, developments related to essential job competencies, and demonstrates continued growth.
