Duties

Specific duties include:

  • Fully responsible for the attainment of the Construction and Valuation program objectives and goals nationwide for LG
  • Prepares Construction & Valuation value stream (CVVS) budget in consultation with the LGY Front Office Staff and Management Analyst in relation to requests and forecasts, in-resource planning, and in productivity programs. Applies goal-aligned predictive data analytics and production reports to ensure services are delivered efficiently, to enhance productivity and to monitor staff performance.
  • Communicates and collaborates regularly, representing VA, with key stakeholders including leadership of Veteran organizations, homebuilders' associations, and representatives from various communities supporting people with disabilities.
  • The incumbent is responsible for assuring timely and appropriate interaction with LGY Leader, between other businesses lines within LGY and subordinate supervisors is accomplished as needed to provide accurate and efficient service to all customers.
  • Responsible for prioritizing CVVS operational concerns and coordinating with Valuation Policy and other LGY entities to ensure efficiency of operations.
  • Oversees the work of VA fee panel appraisers and lenders to ensure that the potential liability of the Government is not inflated through fraud or misrepresentation or improper appraisal or mortgage lending activities.
  • Provides leadership promoting the highest level of timely customer service, ensuring that services are consistently delivered accurately and efficiently to Veterans, Servicemembers and Surviving Spouses, as well as industry stakeholders.
  • Allocates resources to projects and the program segments; developing, implementing, evaluating, and improving processes and procedures to monitor effectiveness, efficiency, and productivity of the CVVS, assuring that reports, decisions and contracts accurately reflect the policies and positions of VA.
  • Ensures that stakeholders training plans and schedules are developed to assure the availability of training for all Construction and Valuation stakeholders nationwide. Participates in and leads largescale projects and studies that could involve business requirements for technology development, data analytics, risk management, and organizational planning, and makes recommendations to the Deputy Director, Operations, pertaining to Construction and Valuation initiatives.
  • Collaborate with other members of LGY senior leadership team in designing, implementing and maintaining standards and procedures for program evaluation and accountability, work measurement, and quality control of LGY programs, including evaluating and recommending required program data elements.
  • Oversees the Human Resources/personnel management program for Construction and Valuation, including the full range of human resources requirements. Through subordinate supervisors, the ADCV directs Construction and Valuation activities for positions ranging from grades GS 9 to GS 14.
  • The incumbent is responsible for ensuring equal opportunity for all employees supervised in selection for training, promotions, awards, recognition, participation on teams, and other career development opportunities.
  • The incumbent is responsible for conducting labor management relations in compliance with the spirit and intent of the negotiated local and master agreements and the partnership philosophy. Fosters a culture of innovation and high performance within LGY.
  • The incumbent, through subordinate supervisors, monitors the work of VA fee panel appraisers and compliance inspectors to ensure that their work complies with laws, regulation, industry standards and VA policies and procedures.
  • Collaborates with the LGY Training Team, Policy and Oversight to ensure staff and industry stakeholders are informed/trained on VA policies/procedures.
  • Monitors CVVS performance to ascertain achievement of program goals and objectives and ensures consistency in quality and accuracy of technical services provided. Identifies and resolves performance hurdles (people, process, or technology) directly and collaboratively to ensure that all staff can perform at high-value levels, in compliance with applicable policies and procedures.

Work Schedule: Full time, Monday through Friday, 8:00AM-4:30PM

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
