Trusted.The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #FC #DICEResponsibilitiesThe Foundry Operations & Financial Manager will support the Naval Foundry and Propeller Center (NFPC) by providing integrated oversight of foundry operations, engineering programs, projects, and financial performance. This position will collaborate with engineers, technical personnel, program managers, and organizational leadership to strengthen the planning, execution, and management of NFPC’s body of work.The manager will develop, refine, maintain, and troubleshoot Microsoft Power Platform and SharePoint solutions that centralize, analyze, visualize, and track operational, program, project, and financial information. The role will apply engineering, data science, and data engineering principles to improve operational oversight, financial reporting, resource allocation, performance monitoring, and management decision-making.The manager will coordinate with NFPC leadership, Technical Program Managers, Task Leads, Customer Advocates, and other stakeholders to maintain accurate and current information concerning budgets, expenditures, objectives, milestones, schedules, resources, risks, and deliverables. The position will also assess the operational and financial implications of ongoing and proposed work to support effective prioritization, resource planning, and investment decisions.Working across multiple programs and technical communities, the manager will identify interdependencies among foundry, engineering, manufacturing, and support activities; improve cross-functional coordination; and maintain awareness of efforts affecting NFPC objectives. This position requires a strong foundation in industrial and mechanical engineering, financial and program management, technical tool development, and data analysis, as well as the ability to communicate complex operational, technical, and financial information clearly to technical and nontechnical stakeholders.QualificationsRequired Qualifications: Bachelor’s degree in a STEM, data science, technical, or business management field; relevant technical proficiency and experience sufficient to understand the work may be considered as a substitute. Five or more years of relevant experience in technical program analysis, financial management, project or task management, software or data-tool development, data analysis, or related disciplines. Demonstrated proficiency with Microsoft applications and Power Platform technologies—including Excel, SharePoint, Power BI, and PowerApps—to develop dashboards, workflows, analyses, and program or project tracking tools. Experience maintaining financial and program information, coordinating across multiple stakeholders, and clearly communicating complex objectives, milestones, resources, risks, processes, and deliverables in a collaborative team environment. Ability to work onsite up to full-time based on client needs, along with a current minimum Secret DoD security clearance and the ability to maintain it throughout employment. This role requires full-time on-site support at the client site facility at the Naval Foundry & Propeller Center in Philadelphia, PA. Confirmation of SECRET Clearance or the ability to obtain one is required for the role.
