This includes management of clinical nursing practice and patient care delivery, development of nursing personnel, ensuring compliance with regulatory and professional standards, and adherence to hospital policies and procedures. Develops and ensures program-specific staffing plans are met and initiates action to reassign staff to maintain appropriate staffing at all times. Serves as a consultant, both clinical and administrative, to all staff. Advises and communicates unusual incidents or significant events to the Administrative Officer of the Day (AOD), Medical Officer of the Day (MOD), Chief Nurse Executive (CNE), Assistant Chief Nurse Executive (ACNE), and Nurse Manager when applicable. Participates in the development of nursing policies and decision-making as a member of the Nursing Clinical Operations Team. May serve as Lead Clinical RN as assigned. Performs duties under general supervision with moderate latitude for initiative and independent judgment. Duties, location, and shift patterns may change to meet hospital needs. Performs other duties as assigned, including participating in disaster response and COOP activation, which may require alternate shift patterns or locations. May be eligible for additional pay for evening, night, and weekend work. Essential Job Functions (EJFs) Attend work regularly and be available for the required shift schedule, including rotating schedules, extended shifts, and overtime as per agency leave policy. Coordinate operation of campus-based nursing services and patient care delivery. Conduct hospital rounds to promote visibility and ensure unit operations follow policy and procedure. Maintain a safe, therapeutic environment and ensure compliance with TJC, CMS, TAC, Texas Board of Nursing, and Texas Nurse Practice Act. Implement program-specific staffing plans, provide direction to ensure timely and accurate nurse staffing summaries, and reassign staff to meet staffing requirements. Administer medications, treatments, assessments, and patient monitoring as needed. Act as onsite subject matter expert and consultant to clinical and administrative staff. Collaborate with AOD, MOD, CNE, ACNE, and Nurse Managers for coordination of nursing services. Provide training and guidance to staff and support leadership in identifying improvements. Serve as point of contact for external customers (e.g., HHSC Provider Investigators, OIG, regulatory agencies, law enforcement). Facilitate interviews, manage the client abuse/neglect process, and ensure patient and staff safety. Coordinate admissions: triage and assess patients presenting for admission, communicate with the Mental Health Authority, external medical facilities, and law enforcement as needed, and plan required discipline assessments and unit placement for eligible patients. Serve as Administrative Nurse designee during disasters and emergencies; coordinate drills and act as Incident Commander after-hours per hospital procedures. Be an active member of the Nursing Clinical Operations Team and other hospital committees; contribute to performance improvement initiatives and policy development. Participate in Quality Assurance and Performance Improvement activities, including rounds, audits, and reviews; identify deficiencies and implement improvements. Perform other duties as assigned to ensure efficient operation of the patient care unit, including disaster response/COOP participation as appropriate. Knowledge, Skills, And Abilities (KSAs) Knowledge of state and federal laws for individuals with mental health issues and related hospital policies. Knowledge of Texas Board of Nursing rules and the Texas Nurse Practice Act; understanding of nursing peer review. Knowledge of emergency procedures and equipment (e.g., CPR) and ability to respond in emergencies. Knowledge of nursing care standards, the Settlement Agreement, and Healthcare Guidelines. Leadership and supervisory skills; ability to supervise employees, manage time, and prioritize. Ability to use computers/EHR systems; strong written and verbal communication; ability to train staff and develop policies and reports. Ability to establish collaborative relationships and maintain ongoing professional development and continuing education requirements. Ability to organize, coordinate, and evaluate nursing activities; lead change and perform policy analysis when needed. Registrations, Licensure Requirements, Or Certifications Must possess a valid Texas driver's license or obtain it within 90 days of hire; out-of-state licenses require official driving record per HHSC policy. Must be able to drive state vehicles. Licensed to practice as a Registered Nurse (RN) in Texas (or reciprocity via Nurse Licensure Compact) prior to hire. Initial Screening Criteria Graduation from a Nursing Program accredited by the Texas Board of Nurse Examiners is required. At least three (3) years of RN experience in a recognized health facility.
