NSC Staffing is seeking a highly experienced Estimating Manager (Direct Hire) to lead and oversee ship repair estimating operations in Honolulu, Hawaii. This is a leadership role responsible for managing the estimating team, developing competitive proposals, and ensuring accurate, timely bid submissions for U.S. Navy and commercial ship repair projects.

Position Overview

The Estimating Manager provides leadership and strategic direction for all estimating and proposal development activities. This role oversees a team of estimators and planners, ensuring accurate cost estimates, effective proposal preparation, and alignment with customer requirements.

Key Responsibilities

• Manage daily operations of the Estimating Department.
• Lead and mentor a team of estimators, planners, and support personnel.
• Assign and prioritize workload to ensure deadlines for proposals and bids are met.
• Monitor team performance and provide guidance for continuous improvement.

• Develop and oversee complex cost estimates for ship repair and marine projects.
• Perform final review and approval of all bid packages before submission.
• Establish standardized estimating processes and methodologies.
• Ensure accurate labor, material, and subcontractor cost projections.

• Oversee all phases of the estimating process, including:
• Responding to RFPs
• Conducting ship checks
• Interpreting technical drawings and specifications
• Developing pricing strategies
• Supporting contract negotiations and change orders
• Ensure compliance with NAVSEA standards and government contract requirements.

• Support business development initiatives and identify new opportunities.
• Build relationships with customers, vendors, subcontractors, and consultants.
• Stay current on industry trends and market conditions.
• Support strategic planning and growth initiatives.

• Collaborate with Engineering, Production, Contracts, and Project Management teams.
• Communicate regularly with executive leadership regarding project status and estimating performance.
• Support workforce planning and staffing needs for the estimating function.

Qualifications & Experience

• Bachelor's degree in Engineering or a related field preferred OR equivalent work experience.

• Minimum 10+ years of experience in ship repair or marine estimating.
• Minimum 5+ years of management or supervisory experience preferred.
• Strong knowledge of:
• Ship repair and shipbuilding processes
• NAVSEA standards and government contracting
• Cost estimating strategies and techniques
• Experience with proposal development and contract negotiation.
• Familiarity with work sequencing and project scheduling.

• Ability to read and interpret technical drawings and specifications.
• Strong leadership, organizational, and decision-making abilities.
• Excellent written and verbal communication skills.
• Proficiency in Microsoft Office Suite (Excel, Word, Project or similar tools).
• Ability to prioritize and manage multiple deadlines in a fast-paced environment.

• U.S. Citizenship required due to government contract work.
• Valid Hawaii driver's license or REAL ID-compliant ID (or valid U.S. passport).
• Ability to obtain and maintain:
• TWIC (Transportation Worker Identification Credential)
• DBIDS (Defense Biometric Identification System) access
• Must pass background check and drug screening.

• Office environment within a shipyard facility.
• Collaboration with production, engineering, and executive leadership teams.
• Occasional shipboard visits and field assessments may be required.
