Civil Engineer (Capital Projects)

Build Something From the Ground Up This is a unique opportunity for an experienced Civil Engineer to establish and shape a newly created role within a public sector transportation organization. As the first Civil Engineer on the team, you will play a key role in the planning, design coordination, and execution of capital improvement projects that support critical transportation infrastructure and facilities. You'll partner closely with project managers, operational leaders, and external stakeholders while helping define engineering processes, standards, and tools for the organization. Key Responsibilities

• Manage construction phase activities, including contractor oversight, schedule monitoring, and budget control
• Review and approve progress payments, cost forecasts, and financial reports
• Negotiate and administer change orders, including analysis of cost and schedule impacts
• Interpret plans, specifications, and contract documents to ensure compliance and quality
• Review contractor submittals, estimates, and claims and recommend appropriate action
• Monitor project risks and implement mitigation strategies
• Coordinate with regulatory agencies and ensure compliance with applicable federal, state, and local requirements
• Prepare and present project updates to executive leadership and key stakeholders
• Support community outreach and stakeholder communications as needed
• Maintain complete and accurate project documentation and records
• Conduct site visits and field inspections throughout project execution
• Collaborate with project managers during design development and project planning
• Serve as a technical subject matter expert for engineering and capital project initiatives

Qualifications Required

• Bachelor's degree in Civil Engineering, Construction Management, or a related field
• Minimum seven (7) years of progressively responsible experience in civil engineering, construction management, project engineering, or capital project delivery
• Experience managing public infrastructure, transportation, facility, or large-scale construction projects
• Strong knowledge of construction administration, contract management, and project controls
• Valid California Driver's License

Technical Knowledge

• Engineering plans, specifications, and technical documentation

• Microsoft Excel, Word, and PowerPoint
• Project scheduling and management software such as Primavera P6, Microsoft Project, or similar platforms
• Construction management and reporting tools
