Growing together.Optum is seeking a highly experienced Infrastructure Project Manager to support the implementation, modernization, and ongoing operations of the New York All Payer Database (NY APD). This role will lead infrastructure-related initiatives while coordinating the activities of system administrators, database administrators, and technical vendors to ensure the stability, security, and performance of one of the nation's largest healthcare data repositories.The ideal candidate will possess a solid combination of infrastructure project management, operations leadership, healthcare data experience, and technical expertise. This position requires collaboration across technical teams, Department of Health stakeholders, and external vendors to deliver infrastructure enhancements, maintain operational excellence, and support strategic program objectives.You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges.For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.Primary Responsibilities:Lead the planning, execution, and delivery of infrastructure initiatives supporting the NY APD, including platform modernization, database optimization, capacity planning, and security enhancementsManage and coordinate the daily activities, priorities, and deliverables of system and database administration teams, ensuring alignment with program goals, schedules, and service level commitmentsDevelop, maintain, and monitor detailed project plans with work breakdown structure (WBS), schedules, risks, issues, and dependencies in partnership with technical and business stakeholdersUtilize ServiceNow to oversee Incident and Problem Management processes, including ticket tracking, root cause analysis (RCA), corrective action planning, and implementation of permanent solutionsServe as a primary liaison between technical teams, Optum Government Solutions, Department of Health stakeholders, and other vendors to ensure effective communication and timely issue resolutionLead infrastructure status reporting activities, including updates to master project schedules, weekly status reviews, executive dashboards, and governance presentationsOversee infrastructure support for key NY APD components, including:Master Patient Index (MPI)Master Provider Index (MPI)Data enrichment and analytics platformsData submitter onboarding and operational capabilitiesPublic-facing portal infrastructurePrepare executive-level presentations, reports, and recommendations for governance committees and program leadershipSupport monthly operational reporting by developing and reviewing service level agreement (SLA) metrics, infrastructure performance indicators, and operational trends or laid out in a score cardEnsure infrastructure operations are scalable, secure, and aligned with future program growth and modernization objectivesYou'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in. Required Qualifications:5+ years of IT Infrastructure Project Management experience, including prior hands-on experience as a Systems Engineer, DevOps Engineer, Infrastructure Engineer, or similar technical role2+ years of experience supporting Data Warehousing, Business Intelligence, or Data Analytics initiatives2+ years of experience managing cross-functional infrastructure, system administration, and database administration teams2+ years of experience with enterprise infrastructure architecture, database platforms, cloud technologies, monitoring tools, and security best practices2+ years of experience managing multiple concurrent projects while balancing operational support responsibilities1+ years of ServiceNow Incident and Problem Management processes1+ years of experience with healthcare data environments and regulatory requirements, including HIPAA and healthcare data exchange standardsPreferred Qualifications:Project Management Professional (PMP) certification or equivalent project management credentialExperience supporting large-scale healthcare data repositories, public sector programs, or state government initiativesFamiliarity with healthcare data standards and transactions, including HL7, HIPAA, EDI, and large-scale data integration environmentsExperience supporting security audits, compliance reviews, and disaster recovery planningExperience working within Agile, Hybrid, or Waterfall delivery methodologies*All employees working remotely will be required to adhere to UnitedHealth Group's Telecommuter PolicyPay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
