Engineering Technician

Employer: City of Midland Location: Midland, Michigan Department: Engineering Pay: MMEA Pay Grade 12: $25.82--$32.88 per hour Open Date: September 22, 2026 ### Summary The primary purpose of this position is to assist in the design and execution of Engineering Public Works projects by providing field data collection surveying and construction inspection services. During the construction season this position works in the field full-time providing construction inspection and materials testing services to ensure projects are built in strict accordance with project plans and specifications where effective communication with stakeholders is crucial to success. In addition this position will be a key team member in preparing project plans by collecting field data which will require the use of modern surveying equipment. As the position may be assigned to multiple projects and/or tasks concurrently the ability to effectively multi-task will be paramount. ### Job Responsibilities Examples of Job Duties: The following is intended as a brief description/illustration of the duties; responsibilities; and requirements of this position and are not intended to be all encompassing or all-inclusive. 1. Provides construction inspection services to ensure projects are built according to project plans and specifications; exercising a high degree of independence. Projects include city-sponsored as well as commercial developments with public infrastructure. 2. Provides surveying services using modern survey equipment; measuring line and grade of existing roadways and utilities. 3. Provides construction staking services to establish line and grade of proposed roadways and utilities. 4. Provides materials testing services; including soils; aggregates; concrete and asphalt. 5. Monitors traffic control devices and traffic flow and makes adjustments as needed. 6. Communicates with stakeholders effectively; including residents; contractors; utility companies and City staff. 7. Performs technical engineering and surveying calculations used in the design of municipal construction projects. 8. Delivers results of inspection and testing to contractors and directs next steps. 9. Records Inspector Daily Records (IDR's) with detail and accuracy. 10. Updates City's Geographic Information System (GIS) map. 11. Tracks installed quantities for all line items on project bid tab. 12. Performs drafting and design work using MicroStation CAD software. 13. Conducts pavement condition surveys using PASER rating system and performs data entry into Roadsoft software. 14. Assists residents; contractors; developers and city staff with questions and requests. 15. Trains and oversees subordinate engineering aides in the use of survey equipment; layout of construction projects to line and grade; calculation of slopes and elevations. 16. Monitors construction site for compliance to applicable federal; state and local permits. 17. Provides supervision of Engineering Aide I and II as well as temporary workers. 18. Able to perform all duties of Engineering Aide I and II. 19. Performs all other duties as assigned. ### Required Knowledge; Skills and Abilities Associates degree and two years of professional experience in engineering; surveying or construction management or an equivalent amount of education and professional experience. Ability to operate robotic & 2-man total stations; laser level and GPS equipment and software.
