Role Overview The Utilities and Real Estate Process Coordinator plays a key role in supporting project delivery by coordinating critical processes across both the Utilities & Railroad Division and the Real Estate Division. This position manages contract routing, purchase order and work order processing, funding and permit tracking, and ensures procedural documentation is accurate and up to date. It works closely with various divisions and district staff to keep workflows moving efficiently and maintain compliance with required approval sequences. Ideal candidates will excel in process coordination, attention to detail, and cross‑functional communication. This role is well suited for someone who enjoys ensuring accuracy, maintaining organized documentation, and supporting teams through workflow management. The position also contributes to improving statewide consistency by updating procedures, maintaining templates, and supporting training and onboarding across both divisions. Location This position is with INDOT's Central Office. Salary The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. A Day In The Life The essential elements of the job duties: Research and perform analysis of the efficiency and effectiveness of existing and proposed programs and policies of the agency. Identify procedural inefficiencies and process duplication among and between programs and make recommendations for potential alternatives. Research compliance of all existing and new policies and procedures in meeting federal and state requirements. Use process improvement to facilitate the collection and analysis of information to assist management identify and plan business process changes for short and long‑term strategic goals. Perform analyses of business issues, prepares project reports and develops proposals to implement changes in program processes and procedure. Assist the Agency Leadership in making decisions regarding multi‑dimensional issues impacting program processes and procedure. Monitor proposed or pending changes in federal programs, laws, rules, regulations, eligibility criteria, etc., in terms of the potential impact on programs, rules, laws, and policies, and recommend appropriate response and/or action. The job profile is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee. This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours in a pay period of work hours and/or paid leave taken to receive their base biweekly salary. What You'll Need For Success Specialized knowledge of program research design, data and information collection and analysis or statistical analysis. Advanced knowledge of agency programs and their interaction and overlaps. Advanced knowledge of applicable federal and state programs and statutory requirements as they apply to the agency programs. Extensive knowledge in the areas of policy analysis, organizational analysis, public administration and management, budgeting, and financial management as they apply to public service delivery. Ability to use standard computer word processing, spreadsheet and database programs as needed for research and statistical analysis. Ability to analyze problems, to recommend and present alternative solutions. Ability to communicate effectively. A degree is not required. However, at least 6 years of experience in business administration, economics, program design, public administration, public policy, statistical analysis, or a related field applying the outlined knowledge, skills, and abilities in a similar role may be considered. Individuals should have the ability to perform essential functions with or without reasonable accommodation. Supervisory Responsibilities/Direct Reports This role may be utilized in a supervisory capacity based on agency needs.
