Description


Performs advanced coordination, planning, and project work associated with the management of the city's capital planning process. Responsibilities include coordination and development of the annual capital improvement plan, ongoing financial management of existing project budgets, and preparation of reports for leadership and advisory bodies. Work is performed under the general supervision of the Budget and Performance Management Director.

Examples of Duties

• Develops, coordinates, and maintains the City's multi-year Capital Improvement Plan
• Provides ongoing support to departments regarding current and future project funding needs; prepares budget amendments as needed
• Acts as the primary point of contact for all departmental stakeholders, facilitates effective communication, and addresses questions and concerns
• Prepares reports and presentations for city departments, city management, and city council
• Provides annual and ad hoc training on capital planning process
• Completes special projects as assigned

Typical Qualifications

• Bachelor's degree with coursework in Public Administration/Affairs (MPA), Finance, or related field and extensive experience in governmental budget development in a local government budget office, or equivalent combination of education and experience. Master's degree preferred.
• Thorough knowledge of the principles and policies of local government budget preparation and administration.
• Working knowledge of different forms of government debt financing and experience with developing multi-year debt models
• Ability to develop and manage operating and/or capital budgets within a local governmental agency
• Ability to conduct detailed research and prepare reports and findings
• Ability to communicate effectively, orally and in writing.
• Ability to establish and maintain effective working relationships with associates
• Advanced Microsoft Office skills with an ability to master other job- related software such as financial management systems, geographic information systems, Power BI, etc.
