Project Monitor III

The Project Monitor III (PMIII) will serve as a senior technical and
programmatic leader on a team supporting the Department of Energy, Office of
State and Community Energy Programs (SCEP), Weatherization Assistance Program
(WAP). ESSENTIAL FUNCTIONS * Lead quality assurance review of Grantee energy audit tools (NEAT, MHEA,
MulTEA, EA-QUIP, REM, TREAT, Hancock, ECOS, eQUEST) and Grantee Field Guides
for compliance with 10 CFR Part 440 and applicable Weatherization Program
Notices (WPNs).
* Lead quality assurance review of Grantee fuel switching policies in
accordance with 10 CFR 440.21(d).
* Lead development and review of WAP Regional Priority Lists and ad-hoc
technical reviews requested by DOE.
* Lead drafting and review of the WAP Annual Report to Congress, including
coordination of inputs and quality control of the final draft.
* Lead updates to the Program Year (PY) WPN-1, Administrative and Legal
Requirements Document (ALRD), and Application Instructions.
* Develop and maintain the WAP-related statutes and rules compendium and the
Grantee Plans compendium.
* Update and maintain the WAP Technical Evaluation Tool and provide data inputs
supporting the WAP Annual Formula.
* Consolidate and review Annual Historic Preservation Reports submitted by
Grantees in accordance with WPN 19-6.
* Provide quality assurance review of Grantee Annual Reports, base-funded
Semiannual Performance Reports (SPR) and Federal Financial Reports (FFR).
* Support Project Officer of Record (PO) monitoring activities, including
review of base-funded Multifamily projects in coordination with technical
subject matter experts.
* Receive completed closeout files from Project Officers and conduct quality
assurance review of documents in accordance with WAP Closeout Coordinator
procedures.
* Conduct final review of PO technical evaluations for new awards and notify
the PO of any discrepancies.
* Save official file documentation on the WAP shared drive following
established program procedures.
* Provide both desktop and on-site monitoring support across the full
grant/funding lifecycle, including application review and post-award
monitoring.
* Provide briefings, presentations, and program evaluation support to DOE
federal staff and senior leadership.
* Mentor Project Monitor I/II, Grants Monitor, and Program Analyst team members
on WAP-specific procedures, regulations, and tools.
* Serve as a senior point of contact with DOE WAP program officers, ensuring
coordinated communication and timely escalation of issues.
* Support WAP transition readiness activities, including knowledge transfer,
WAP-specific quality assurance planning, expertise acquisition tracking,
system access coordination, and readiness reporting for full operational
assumption of WAP support responsibilities MINIMUM QUALIFICATIONS * Bachelor's degree (B.S. or B.A.) in engineering, environmental sciences,
business administration, or another related discipline. Four (4) years of
relevant education/experience may substitute the Bachelor's degree
requirement.
* Minimum of eight (8) years of relevant experience (twelve (12) years if
substituting the Bachelor's degree with relevant education/experience). A
Master's degree in a related discipline may substitute two (2) years of
relevant experience.
* Demonstrated leadership experience in problem-solving and managing Federal
financial assistance programs and individual grants.
Demonstrated experience supporting the Federal Government.
Current certifications under the Guidelines for Home Energy Professionals (GHEP) framework, specifically Energy Auditor and Quality Control Inspector,
or the demonstrated ability to obtain both certifications by September 30,
2026.
* In-depth knowledge and applied experience with the Standard Work
Specifications (SWS) for GHEP and energy retrofit standards used by WAP
Grantees.
* Comprehensive working knowledge of the WAP regulations at 10 CFR Part 440,
including specific sections related to energy audits (10 CFR 440.21), fuel
switching (10 CFR 440.21(d)), field guides, and other compliance
requirements.
* Demonstrated working knowledge and hands-on experience with WAP-specific
energy audit software and tools, including: National Energy Audit Tool
(NEAT); Manufactured Home Energy Audit (MHEA); Multifamily Tool for Energy
Audits (MulTEA); Energy Audit using the Queens Information Package (EA-QUIP);
REM audit software; Targeted Retrofit Analysis Tool (TREAT); Hancock Energy
Audit Tool; Energy Conservation Online System (ECOS); and Quick Energy
Simulation Tool (eQUEST).
* Familiarity with key and frequently referenced Weatherization Program
Notices, including but not limited to: WPN 19-6 (Annual Historic Preservation
Reports); WPN 22-8 (Regional Priority Lists); WPN 23-6 (Revised Energy Audit
Approval Procedures); WPN 22-4 (Quality Work Plan / Field Guides); WPN 24-4
(Monitoring Tools/Checklists); and WPN 25-1 (Weatherization Grant Application
Information).
* Experience with, or ability to rapidly become proficient in, DOE systems
relevant to WAP grant management and reporting, including Performance and
Accountability for Grants in Energy (PAGE) and Infrastructure Exchange.
* Expertise in federal grants management and fiscal requirements, including 2
CFR 200 and 2 CFR 910.
* Technical expertise on common energy efficiency systems such as heat pumps,
HVAC, building envelope, and other residential retrofits.
* Experience working with state, local, and tribal governments, with particular
emphasis on tribal engagements in both the continental U.S. and Alaska.
* Demonstrated experience performing data analysis and using analytical tools
such as Microsoft 365, PowerBI, Adobe, and other software programs.
* Capabilities related to briefing and presentation support, document review
and evaluation, program evaluation support, document preparation support, and
meeting support.
* Advanced analytical, writing, and oral communication skills with experience
presenting information and findings to the Federal Government.
* Demonstrated experience supporting transition readiness, knowledge transfer,
quality assurance planning, system access coordination, and operational
readiness reporting for Federal technical, grant, or compliance programs. PREFERRED QUALIFICATIONS * Master's degree in engineering, environmental sciences, public
administration, or another related discipline.
* Experience supporting the U.S. Department of Energy, particularly within the
Office of State and Community Energy Programs (SCEP).
* Direct experience managing DOE grants and cooperative agreements, including
knowledge of DOE-specific policies, functional requirements, and procedures
for SCEP programs (State Energy Program, Weatherization Assistance Program,
Energy Efficiency & Conservation Block Grant Program, Home Energy Rebates,
Workforce Development, and Energy Codes).
Project Management Professional (PMP) certification.
Field engineering experience with home energy audits and providing technical support for DOE's Home Energy Score.
* Experience supporting federal programs such as Building America, HUD Healthy
Homes, HUD Community Planning and Development, and EPA ENERGY STAR. LOCATION: This is a remote position in Washington, DC. SALARY: Salaries are determined based on several factors including external
market data, internal equity, and the candidate’s related knowledge, skills, and
