Description Under the general supervision of a supervisory official in a state department or agency takes the lead or may supervise, organize and assign technical or scientific work, including field and office studies, surveys, inspections or investigations associated with the enforcement of laws and/or regulations and environmental review and control work, organizes and makes tests and reports to assess Environmental impacts to include the physical, natural, and/or human environment and investigates environmental complaints concerning projects; conducts or supervises the processing of contract, grant and/or loan applications; does related work as required.
Specific to the Position Position 1: In addition to performing supervisory duties, this position will train regional staff to ensure compliance with all statutes and regulations, work plans, safety plans, proper use of and calibration of field equipment like PIDs and review and approve inspection reports and NOVs of subordinate staff. Position will also perform inspections, submit reports, issue field NOVs, draft enforcement documents as necessary. Train and supervise staff.

Train and supervise staff, the main point of contact for all regulated UST license holders, coordinate UST registration issues with BCAIN in CSRR, coordinate large enforcement cases with DOL, in addition to BEI within CSRR, review and approve inspections and enforcement documents, conduct facility inspections and draft appropriate enforcement documents, coordinate training presentations with Rutgers, Montclair, and Petroleum Equipment Contractors Association (PECA) for UST license refresher classes, conduct contractor oversight and draft any appropriate enforcement documents.
Position 3: Reviews and approves inspection reports and enforcement actions and coordinates incident response activities. Performs inspections/investigations as needed. Reviews and approves or denies Sampling and Analyses and Corrective Action Workplans. Ensures staff adhere to Standard Operating Procedures. Assists in the preparation of presentations to the regulated community. Approves time sheets and conducts Performance Assessment Reviews.
Positions 4 & 5: Trains & supervises inspectors to ensure compliance with work plan assignments, enforcement of complex state & federal regulations, & use of field equipment. Reviews & approves inspection reports, enforcement actions, and coordinates incident response activities. Performs inspections/investigations as needed. Ensures staff adhere to Standard Operating Procedures. Assists in the preparation of presentations to the regulated community, interacts and coordinates efforts with other government agencies, provides regulatory guidance to the regulated community, and interacts with the general public. Approves time sheets & conducts performance reviews.
Preferred Skill Set Positions 1 & 2: Knowledge of UST regulatory requirements, technical knowledge UST tanks/piping and monitoring equipment and strong communication skills. Position 3: Capable of balancing personally assigned case management/site inspection duties associated with solid waste compliance at landfills, transfer stations, incinerators and recycling facilities; reviewing Sampling and Analyses and Corrective Action Workplans and interpreting laboratory analytical data while managing junior level staff, providing technical training, negotiating Settlement Agreements, and supporting or providing court testimony. Positions 4 & 5: The candidate shall have excellent written and verbal communication skills. Experience performing investigation and inspections, preparation of formal enforcement actions, along with strong regulatory background in: A901, utility, vehicle registration, Dirty Dirt, solid and hazardous waste regulations pertaining to transporters, used oil recycling, in-transit hazardous waste transfer facilities, and solid waste management in general. Ability to coordinate and work with County Health Agencies.
Requirements EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, Biological Sciences, Environmental Planning, Physical Geography or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering. EXPERIENCE: Three (3) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements. NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility. License Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
