The San Bernardino County Department of Behavioral Health (DBH) invites qualified professionals to apply for the position of Licensed Behavioral Health Program Manager II over the following Adult Justice Involved programs: Recovery Based Engagement & Support Teams (RBEST), Community Assistance, Recovery & Empowerment (CARE Act), Assisted Outpatient Treatment (AOT), and Diversion Opportunity for Outpatient Recovery Services (DOORS). These programs deliver comprehensive outpatient mental health services to adults involved in the criminal justice system and/or experiencing homelessness who are living with severe mental illness and co-occurring substance use disorders. This role entails strategic oversight and leadership of three operational units that collaborate with internal and external agencies. Key responsibilities include:
- Provide programmatic oversight for Recovery Based Engagement & Support Teams (RBEST), Community Assistance, Recovery & Empowerment (CARE Act), Assisted Outpatient Treatment (AOT), and Diversion Opportunity for Outpatient Recovery Services (DOORS) programs. Staff co-respond and/or collaborate with our justice partners including the Superior Court, Public Defender's Office, law enforcement including probation and parole, Department of State Hospitals, and other community partners.
- Initiate and continue to build collaborations between community, probation, sheriff, justice partners, and DBH. This is accomplished through facilitation and presence within the community as a DBH representative.
- Develop, plan, and evaluate behavioral health programs and services, ensuring alignment with county and departmental goals, Cal-Aim, BH CONNECT and BHSA transformation.
- Administer and manage program budgets, ensuring effective fiscal stewardship and resource allocation.
- Supervise and lead multidisciplinary teams, aligning staffing patterns with evolving program needs, ensure programmatic goals and legislative requirements are adhered to and meet standards. Incumbent plays a key role in assuring relations between community, justice partners, and Department of State Hospitals remain cooperative and operational.
- Establish and implement policies and procedures to deliver efficient, trauma-informed, and client-centered care, adhere to and initiate BHSA initiatives, BH-CONNECT and CAL Aim.
The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust. DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Homeless and Supportive Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1500 positions and an approximate $800 million-dollar annual budget.
Minimum Requirements
Education: A Master's or Doctoral degree from an accredited institution in behavioral science, human services, social work, counseling, psychology, public health administration, business/public administration, hospital administration, or closely related field of study. --AND-- Licensure: Must have CA state licensure as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Clinical Psychologist or Licensed Professional Clinical Counselor. --AND-- Experience: Must meet one (1) of the following experience options:
Option 1: Three (3) years of experience in a mental health treatment program. Qualifying experience must include a minimum of two (2) years of experience as a full-scope supervisor responsible for planning, directing, and evaluating a mental health program or unit that primarily serves justice involved populations which may include homeless support. Qualifying experience must include clinical AND administrative supervisory responsibility. Clinical supervision must include supervision over master's level clinicians or psychologists engaged in the provision of mental health services for all ages. The administrative supervision includes participating in the hiring, counseling, disciplinary actions, assigning work, completing work performance evaluations, developing work schedules, and approving time off. -OR- Option 2: Three (3) years of experience as a manager in an agency providing mental health services or social work services. Qualifying experience must include second-level supervision (supervising through subordinate supervisors), budget/fiscal administration, and responsibility for program planning, development, implementation, and evaluation. The oversight provided through second-level supervision MUST ALSO include oversight of clinical services (e.g., supervising those who are providing clinical supervision to pre-licensed clinicians accruing hours toward licensure).
