Chief Estimator - Civil / Asphalt

The Position: We are seeking an experienced Chief Estimator to lead our Preconstruction and Estimating Department. This is a key executive-level opportunity responsible for overseeing all estimating operations, mentoring estimating staff, developing winning bid strategies, and partnering closely with operations to ensure seamless project transitions from pursuit through construction. Projects consist of heavy civil and public works spanning asphalt, concrete, roads, highways, etc.

This is a pivotal leadership role; ideal for a proven estimating leader who thrives in a collaborative environment and enjoys building high-performing teams while working on large-scale heavy civil and public works projects.

What You'll Do:

• Lead and manage the estimating department, providing mentorship, leadership, and technical guidance.
• Oversee preparation of conceptual, budgetary, negotiated, and competitive bid estimates.
• Direct quantity takeoffs, pricing strategies, production rates, and labor forecasting.
• Lead bid strategy meetings and coordinate estimating activities across multiple pursuits.
• Review subcontractor and supplier proposals, negotiate pricing, and evaluate scope completeness.
• Build detailed production and crew cost estimates while validating estimate accuracy.
• Attend pre-bid meetings, site visits, client interviews, and project handoff meetings.

Qualifications:

• 10+ years of estimating, preconstruction, or operations experience within heavy civil or public works construction .
• Previous experience leading estimating teams or serving as a Senior or Chief Estimator.
• Strong background estimating roadway, paving, infrastructure, utility, site development, or municipal construction projects.
• Comprehensive understanding of public works bidding procedures and contract requirements.

Preferred Qualifications:

• Bachelor's degree in construction management, Civil Engineering, Construction Science, or related field (or equivalent industry experience).
• Proficiency with Bid2Win , Bluebeam , Microsoft Office, and estimating software platforms.
• Experience with alternative delivery methods, negotiated work, and design-build projects.
• Strong understanding of production rates, equipment costs, labor forecasting, and risk analysis.
• California heavy civil and public agency estimating experience highly preferred.
