Summary

This position is responsible for directing the day-to-day operations and performance of New Bern Housing Authority's public housing and affordable housing portfolio, including properties operating under the Low-Income Housing Tax Credit (LIHTC) program. The Senior Property Manager performs all phases of real estate management, provides leadership and oversight to property management staff, ensures regulatory compliance, and develops and implements special programs and projects.

The Senior Property Manager serves as a subject matter expert in Public Housing, HUD regulations, and LIHTC compliance and is responsible for ensuring all assigned properties maintain the highest standards of occupancy, physical condition, financial performance, and resident services.

All activities must support the New Bern Housing Authority's mission, strategic goals, and objectives.

Essential Duties and Responsibilities

The following is a representative listing of key duties and responsibilities. Additional duties may be assigned as necessary.

• Provides direct oversight of Public Housing and LIHTC properties to ensure compliance with HUD, IRS, state housing finance agency, and New Bern Housing Authority requirements.
• Supervises and mentors Property Managers, Assistant Property Managers, and other assigned staff.
• Monitors portfolio performance, occupancy rates, rent collections, delinquency reports, recertifications, inspections, and compliance requirements.
• Ensures timely and accurate completion of annual and interim reexaminations, income certifications, and file reviews.
• Oversees eligibility determinations and rent calculations in accordance with HUD regulations and LIHTC program requirements.
• Reviews waiting list administration to ensure compliance with Authority policies and applicable regulations.
• Ensures all assigned properties meet or exceed HUD performance standards and applicable LIHTC compliance standards.
• Develops and implements strategies to improve occupancy, resident retention, customer service, and financial performance.
• Oversees lease enforcement activities, resident issues, and legal proceedings related to tenancy matters.
• Coordinates with maintenance personnel to ensure timely completion of work orders, unit turnovers, preventive maintenance activities, and capital improvements.
• Performs other duties as assigned.

Minimum Education and Experience

Bachelor's degree in Business Administration, Public Administration, Real Estate, Property Management, Housing Management, or closely related field.

Minimum of five (5) years of progressively responsible property management experience, including:

• At least three (3) years of Public Housing management experience.
• At least three (3) years of LIHTC property management and compliance experience.
• Supervisory or management experience overseeing staff and property operations.

An equivalent combination of education, training, certifications, and experience may be considered.
