Program Coordinator I - Public Works, Clean Water

Job SummaryThe Clean Water division of Clark County Public Works is currently seeking a Program Coordinator I to lead administration of the Clean Water Fee, which is the primary source of funding for the Clean Water Division’s programs. This fee pays for infrastructure and services to manage and treat stormwater in Clark County to protect rivers, lakes, and streams from pollution. Clean Water Fees are collected through annual property tax statements.The Program Coordinator I will serve as the main point of contact for all Clean Water Fee customer service activities, working closely with staff in Public Works’ Business Services and Community Engagement Divisions. Customer service responsibilities include but are not limited to responding to phone calls, voicemails, and emails, updating the website, writing news releases, developing printed materials and fact sheets, preparing reports and presentations, and coordinating public outreach events.This position will also serve as the lead for the Clean Water Fee dispute and appeal process when property owners request a review and change to their Clean Water Fees. This effort includes documenting the decision criteria for each appeal, conducting research, coordinating with Clark County staff subject matter experts in different departments, communicating with property owners, and conducting site visits as needed.The Clean Water Fee Program Coordinator will also support development and administration of incentive programs for property owners to request a reduction in the Clean Water Fees when implementing specific activities on their property. Other responsibilities include working to resolve delinquent billings of the Clean Water Fee and reviewing and updating Clean Water Fee code, policy, and procedures as needed.This position is non-represented and offers a flexible, hybrid work schedule. Participate in the development of policies, procedures and goals; assist in evaluating and establishing staffing and budget needs; organizing support or technical personnel; assist with evaluating program/project effectiveness and recommends a course of action. Specific duties vary based on department of assignment and level of responsibilities.Education and Experience:Degree or equivalent experience relative to the assignment.Knowledge of: The principles and practices of program management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development and justification; application and interpretation of County, state and federal laws and regulations relevant to the program area; analysis and evaluation of policies, procedures, public information, and service delivery issues; local and state lawmaking processes; research methods and techniques; trends and practices within the specialized area; and personal computer applications and usage.Ability to: Effectively recommend, coordinate, plan, and delegate program components; carry out policy directives of the governing authority in an effective and timely manner; write clear and concise reports, memoranda, and letters; analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations; utilize various PC applications; interpret and explain policies, procedures, laws, and regulations; establish and maintain effective working relationships.Other Special Requirements: Some positions require a valid driver’s license and a successful criminal background check as required by law.Selection Process:Resume and other documents must be attached together in the 'Resume Upload' section of the application.
