University Dr. Phoenix, AZ 85034 Posting Details: Salary: $55,000 min - $65,000 mid Grade: 21 Closing Date: open until business needs are met. Job Summary: Oversees the Arizona State Lottery's budget including planning, forecasting and reporting. Recommends budget item modifications, transfers, and addenda for assigned program areas. Monitors expenditures and obligations, ensuring alignment with agency goals, and contributes to the development of the annual budget request. Produces periodic and special budget reports, projections, and analyses. Serves as an agency liaison for external budget and financial reporting requests, coordinating with the Governor's office, the Joint Legislative Budget Committee (JLBC), the Office of Strategic Planning and Budget (OSPB), and others as needed. Ensures the timely and accurate completion of assigned budget and financial responsibilities. Job Duties: Provide oversight and administration of all agency budgetary functions, including monitoring appropriations status, revenues, and expenditures. Prepare, analyze, and deliver monthly budget and revenue reports to ensure fiscal accountability and compliance. Support contract planning, administration, and processing, including coordination with program and procurement staff. Develop, analyze, and manage budgets including preparation of annual and new-program budget requests; monitor obligations, fund transfers, and agency financial activity; oversee continuous improvement of inflows and outflows; perform regular review and approval of financial transactions, electronic funds transfer batches, retailer adjustments, and non-sufficient funds reports; and administer debt collection and reporting with the Attorney General's Office (AGO) and General Accounting Office (GAO). Plan, manage, and submit required deliverables for the annual State Budget process, including preparation of budget issues and strategic planning proposals for OSPB submission, presentation, and approval; serve as a primary point of contact; respond to OSPB and JLBC inquiries; and prepare and submit agency requests for Capital Improvement and Building Renewal programs. Support and provide input for the annual financial statements audit; prepare the Management Discussion & Analysis (MD&A) for the audit and Lottery's annual report. Monitor the status of the annual State Budget process and legislation introduced during the legislative session for impacts to Lottery budget, beneficiary transfers and overall financial impact. Other duties as assigned as related to the position. Knowledge, Skills & Abilities (KSAs): Principles and practices of budgeting procedures and techniques. Data analysis. Analysis and evaluation of organizational spending. Exercising independent judgment. Oral and written communications. Intermediate skill in Microsoft Word, Excel, and Access. Research, analysis, and organization of data. Work independently as well as a collaborative environment. Understand complex budget structures. Interpret Arizona Revised Statutes, state policies and procedures, federal rules, and regulations. Selective Preference(s): A Bachelor's Degree in Supply Chain, Business Management, Finance or equivalent years plus direct experience.
