Environmental, Health, & Safety (EH&S) Manager

The Lockport Cogeneration Facility, located in Lockport, NY, is a 198 MW combined heat and power facility utilizing combustion turbines, HRSGs, and steam turbine generation to provide reliable electricity and process steam to its host facility. The Castleton Energy Center, located in Castleton-on-Hudson, NY, is a 72 MW combined-cycle power plant utilizing gas and steam turbine technology for efficient, reliable electricity generation.
Opportunity Summary
The Environmental, Health & Safety (EH&S) Manager leads environmental, health, and safety programs for the Lockport Cogeneration Facility and Castleton Energy Center, ensuring compliance with applicable laws, regulations, permits, policies, and procedures. Based at Lockport, this position provides equal EH&S support to both facilities and travels regularly to Castleton. The EH&S Manager partners with plant personnel, contractors, regulatory agencies, corporate teams, and other stakeholders to promote safety, compliance, and environmental stewardship across both sites.
Your scope of responsibility as EH&S Manager will include the following primary functions:
Environmental & Regulatory Compliance
- Manage and implement multi-media environmental programs for both facilities, ensuring compliance with applicable federal, state, and local regulations, permits, policies, and procedures.
- Oversee air compliance activities, including Continuous Emissions Monitoring Systems (CEMS), required reporting and recordkeeping, and compliance with Title V and other applicable air permit requirements.
- Prepare and submit required monthly, quarterly, semi-annual, and annual environmental reports covering air emissions, water, wastewater, stormwater, waste, chemicals, and other regulated programs.
- Administer stormwater and wastewater compliance programs, including SWPPP and NPDES requirements, sampling, inspections, data review, discharge prevention, and regulatory reporting.
- Maintain environmental compliance programs and documentation, including Environmental Management Systems (EMS), SPCC/FRP plans, CEMS QA/QC plans, SWPPP, permits, records, and other required documentation.
- Monitor regulatory and permit requirements at both facilities, evaluate plant activities for potential environmental impacts, and recommend corrective or preventive actions to maintain compliance.
- Support Owners and plant management during regulatory inspections, information requests, permit modifications and renewals, and agency communications; serve as a primary EH&S contact for regulatory agencies and coordinate required follow-up activities.
Health, Safety & Risk Management
- Develop, coordinate, and deliver EH&S training for personnel at both facilities to promote regulatory compliance, hazard awareness, and safe work practices.
- Lead safety meetings, inspections, observation tours, and employee coaching to identify hazards, reinforce safe behaviors, and ensure compliance with plant procedures and applicable OSHA requirements.
- Respond to injuries, incidents, and near misses; lead or support investigations, determine contributing causes, develop corrective actions, and track actions through completion.
- Partner with plant management, employees, and contractors at both locations to identify and mitigate EH&S risks and continuously improve safety and environmental performance.
Perform additional duties and assignments as needed to support safe, compliant, and reliable operations at both facilities.

Working Relationships
The EH&S Manager reports to the General Manager and coordinates EH&S activities with plant personnel, contractors, OEM representatives, NAES Environmental Support Services, and Client contacts to ensure effective support and alignment on environmental, health, and safety matters.
Physical Requirements and Working Conditions
Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.
Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.
Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.
Fitness for Duty
All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.
Work Schedule
The EH&S Manager works a standard Monday to Friday day shift schedule. This position will require extended hours, flexible shifts, weekends, and holidays as needed to support plant operations and business needs and may also require callout availability. Depending on the position, on-call status may or may not apply.
Occasional travel (approximately once a quarter) to the Castleton Energy Center, including occasional overnight travel, is required to provide EH&S support to both locations. Additional travel may be required for management, Owner, User Group, training, or other offsite meetings.
Compensation
This position offers an annual base salary ranging from $115,000 to $146,000 and includes eligibility for an annual performance bonus.
Professional Expertise & Qualifications
- Bachelor's degree in environmental science, environmental compliance, engineering, occupational safety, or a related field preferred. Relevant technical training and industry experience may be considered in lieu of formal education.
- Significant experience managing environmental compliance and EH&S programs within power generation or a similar industrial environment, with the ability to identify, evaluate, and mitigate environmental and workplace safety risks.
- Strong knowledge of environmental regulations and permitting requirements applicable to power generation, including air emissions, water, wastewater, stormwater, hazardous materials, and waste management.
- Working knowledge of power plant operations and the environmental, health, and safety considerations associated with combined-cycle and cogeneration facilities.
- Experience with Continuous Emissions Monitoring Systems (CEMS) and Data Acquisition and Handling Systems (DAHS), including Title V air permit compliance and reporting requirements.
- Knowledge of workplace safety requirements and programs, including OSHA requirements, hazard recognition, incident investigation, corrective action, and safe work practices.
- Ability to develop and deliver effective EH&S training and communicate clearly with employees, contractors, management, regulatory agencies, and other stakeholders.
- Strong analytical, organizational, and technical writing skills with the ability to manage multiple priorities, prepare regulatory reports, investigate incidents, and develop effective corrective actions.
- Proficiency with Microsoft Office applications and other systems used for environmental, safety, reporting, and recordkeeping activities.
- Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
