Under the direct supervision of the Chief Medical Officer, the Executive Director of Comprehensive Behavioral Health & Integration provides oversight and direction to the management team responsible for daily clinical operations. The role works collaboratively with the Division Leaders of clinical programs to ensure compliance with agency and clinical standards, as well as federal, state, local and third-party payer expectations. The Executive Director of Comprehensive Behavioral Health & Integration will develop and maintain operations to maximize clinical efficiencies and quality objectives while achieving productivity requirements, as well as will work with multidisciplinary teams to ensure coordination of clinical practices within the agency. RESPONSIBILITIESEnsures all actions, job performance, personal conduct and communications represent the organization in a highly professional manner.Develops and implements policies and plans for clinical functions and/or programs so that services meet the guidelines set forth by accrediting, licensing and funding bodies; monitors and evaluates program performance ensuring consistency with the dictates of the funder and professional standards.In collaboration with the management team, identifies and assesses new or changing practice needs; analyzes the impact on the practice (including staff, facility, equipment, operating costs, etc.) and initiates actions necessary to accomplish proposed goals.Facilitates necessary in-service training programs, space redesign, and equipment purchases associated with practice needs/goals and budgets; determines agency-wide impact and advises ancillary personnel accordingly.Establishes goals, program evaluation measures, and quality indicators for areas of responsibility consistent with organizational objectives; coaches’ divisional staff in meeting programmatic goals and monitors plans of correction for any measures falling short of the established goal.Collaborate with the management team to develop an annual operating and capital budget that includes medical supplies, services, pharmaceuticals, staffing and grants; identifies and analyzes financial impact (return on investment) of new or revised services.Monitors program(s) to ensure compliance with quality goals/outcomes and budgetary allowances.Ensures the integration of services inclusive of primary care, behavioral health, dental services, and supportive housing; promotes a team-based approach to patient care delivery.Participates in the development of agency workflows to assure compliance with FQHC, NCQA, CMH, DWIHN and NCQA regulatory standards.Ensures evidence-based clinical practice workflow; provides oversight and ensures compliance with standards for clinical documentation in the electronic medical record.Reviews performance improvement activities such as quality assurance audits, continuing education, Patient Centered Medical Home processes, and peer reviews; develops and implements training modules as needs are identified through chart reviews, best practices, and audit findings.Provides coaching, mentoring and supervision to Division Managers; ensures high standards of performance by proactively addressing issues through coaching and disciplinary conversations and by feedback provided through the performance review process.Assumes a leadership role in the development, implementation and integration of new programs and services.Ensures timely completion of required reports and clinical reviews as required by all stakeholders.Participates in meetings/conferences and continuing education and demonstrates a genuine desire to develop strategies for improved operations and high-level patient care.Keeps abreast of current trends regarding best practices and evidenced based treatment, wellness and recovery management.All other duties as assigned by the Leader. EDUCATION AND EXPERIENCE:Master’s degree in social work, nursing, healthcare administration, public health, counseling or psychology required.Possess and maintain a current State of Michigan licensure in one of the following: LMSW, LPC, RN, or fully Licensed Psychologist required.Minimum of 5 years of recent leadership experience required.BLS required.Must meet all Continuing Education requirements.Expert knowledge of community mental health policies, procedures, supervision strategies and current evidence based clinical practice. Qualified Mental Health Professional (QMHP) - Individual with specialized training (including fieldwork and/or internships associated with the academic curriculum where the student works directly with people receiving mental health services as part of that experience)OR one year of experience in treating or working with a person who has mental illness.AND is a psychologist, physician, educator with a degree in education from an accredited program, social worker, physical therapist, occupational therapist, speech-language pathologist, audiologist, behavior analyst, registered nurse, therapeutic recreation specialist, licensed/limited-licensed professional counselor, licensed or limited licensed marriage and family therapist, a licensed physician’s assistantOR a human services professional with at least a bachelor’s degree in the human services field.For therapy codes: Mental Health Professional [Mental Health Code, Section 330.1100b(15)] - An individual who is trained and experienced in the area of mental illness or developmental disabilities and who is one of the following: a physician, psychologist, registered professional nurse licensed or otherwise authorized to engage in the practice of nursing under part 172 of the public health code (1978 PA 368, MCL 333.17201 to 333.17242), licensed master’s social worker licensed or otherwise authorized to engage in the practice of social work at the master’s level under part 185 of the public health code (1978 PA 368, MCL 333.18501 to 333.18518), licensed professional counselor licensed or otherwise authorized to engage in the practice of counseling under part 181 of the public health code (1978 PA 368, MCL 333.18101 to 333.18177), or a marriage and family therapist licensed or otherwise authorized to engage in the practice of marriage and family therapy under part 169 of the public health code (1978 PA 368, MCL 333.16901 to 333.16915).For intake and case management services: Qualified Mental Health Professional (QMHP) - Individual with specialized training3 (including fieldwork and/or internships associated with the academic curriculum where the student works directly with persons receiving mental health services as part of that experience) OR one year of experience in treating or working with a person who has mental illness; AND is a psychologist, physician, educator with a degree in education from an accredited program, social worker, physical therapist, occupational therapist, speech-language pathologist, audiologist, behavior analyst, registered nurse, therapeutic recreation specialist, licensed/limited-licensed professional counselor, licensed or limited licensed marriage and family therapist, a licensed physician’s assistant, OR a human services professional with at least a bachelor’s degree in a human services field. SKILLS:Understanding of the dynamics of individuals who have a history of homelessness, substance abuse issues, and mental illness.Ability to clarify assignments, establish priorities and communicate effectively; ability to plan, direct, coach, motivate and evaluate the work of others.Demonstrated willingness to assume accountability, make decisions, supervise, coach, teach, counsel, and motivate others.Mastery of communication and team building skills necessary to lead meetings and make formal presentations; mastery of writing skills required for grants, proposals, and reports; as well as management of complex dynamics.Ability to analyze the impact of Managed Care environment on the Programs and apply concepts to program operations.Ability to speak and write effectively using proper grammar and punctuation.Aptitude to manage multiple responsibilities efficiently within a broad scope of functional areas.Ability to influence others in an advisory/consultative/supervisory capacity. PHYSICAL DEMANDS/WORKING CONDITIONS:Walking, sitting, and/or standing for prolong periods of time may be required.Normal office and medical office environments with exposure to noise, dust, or extreme temperatures.Must be available to work all hours scheduled. These include but are not limited to early mornings, evenings and weekend hours as determined by the organization and Senior Leadership.Work hours may shift depending on project or program needs.May have close contact with clients and/or their living environments which could include potential exposure to contagious diseases, unpleasant odors and/or to bug/pest infestations.Must possess and maintain an acceptable background check clearance, certifications, licensures and/or training as required by Central City Health, federal/state/county agencies, and other entities. National Health Service Corps Loan Repayment Program Full-Time Clinical Guidelines:Clinicians must work a minimum of 40 hours per week, for a minimum of 45 weeks service year.At least 32 hours per week must be spent providing direct patient care at the approved service site(s); of the minimum 32 hours spent providing patient care, no more than 8 hours per week may be spent in a teaching capacity.The remaining 8 hours per week may be spent providing patient care for patients at the approved site(s), providing patient care in alternative settings (e.g., hospitals, nursing homes, shelters) as directed by the approved site(s), or performing clinical-related administrative activities (limited to 8 hours/week); clinical-related administrative activities may not exceed a total of 8 hours per week. Part Time Clinical Guidelines:Clinicians must work minimum of 20 hours per week, for a minimum of 45 weeks’ service per year.At least 16 hours per week must be spent providing direct patient care at the approved service site(s); of the minimum 16 hours spent providing patient care, no more than 4 hours per week may be spent in teaching capacity.The remaining 4 hours per week may be spent providing patient care for patients at the approved site(s), providing patient care in alternative settings (e.g., hospitals, nursing homes, shelters) as directed by the approved site(s), or performing clinical-related administrative activities (limited to 4 hours/week); clinical-related administrative activities may not exceed a total of 4 hours per week. “This is an outline of the primary responsibilities of this position.
