Job Summary Position: Quality Assurance Specialist III (Position 16549) Agency: Texas Health and Human Services Commission, Office of Quality Assurance & Improvement Location: 2203 W 35th St., Austin, TX Monthly Salary: $4,465.08 – $6,779.25 Shift: Day (not eligible for telework) Posting Closed: 5 September 2026 Responsibilities Conduct audits, surveys, and compliance reviews to evaluate the center’s adherence to certification requirements, standards, laws, rules, policies, and procedures. Plan and organize assigned work, ensuring timely and accurate completion of reviews and reports. Review data and documentation in electronic and written systems, verifying accuracy and preparing oral and written findings with recommendations. Provide technical assistance and consultation to department heads and staff on quality improvement tools, data analysis, and PDSA cycles. Develop, implement, and monitor corrective action plans (POCs) for deficiencies identified by HHSC Regulatory and other reviews. Contribute to the center’s data surveillance system: retrieve, track, validate, and trend data; support others with data collection, monitoring, analysis, and reporting. Participate in the QA/QI Council, other work groups, and lead or mentor new quality assurance specialists. Assist with investigations, surveys, and audits conducted by HHSC Regulatory, including documentation and respondent support. Prepare detailed reports of findings, prepare visualizations, and present evidence to surveyors and stakeholders. Coordinate activities related to disaster response, continuity of operations, and other assigned duties requiring flexibility in scheduling. Qualifications Bachelor’s degree from an accredited institution (preferred). Experience working with individuals with intellectual and developmental disabilities or in compliance reviews, surveys, inspections, or audits. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint) and data‑analysis tools (pivot tables, charts). Strong analytical, problem‑solving, and root‑cause analysis skills, including use of the 5‑Whys technique. Excellent written and verbal communication, with ability to develop policies, training materials, and presentations. Demonstrated ability to manage time, resources, and workload independently. Ability to train and mentor staff and to facilitate work groups and meetings. Flexibility to work overtime, weekends, and holidays as required. Knowledge, Skills & Abilities In‑depth knowledge of ICF/IID standards, state and federal regulations, Texas Administrative Code (TAC), and HHSC rules. Knowledge of quality improvement concepts, PDSA cycles, and data‑driven decision making. Skill in developing indicators, tracking performance, and analyzing trends. Ability to interpret policies, provide technical guidance, and ensure compliance with incident management, restraint, and quality improvement policies. Strong facilitation, presentation, and stakeholder‑engagement skills.
