Personal Financial Counselor, PFC - Kirtland AFB

This position provides personal financial services to military service members and their families at assigned installations. Responsibilities Deliver the full range of personal financial counseling services, including one‑on‑one counseling, briefings, presentations, and referrals. Consult with commanders, other providers, or staff to ensure programs meet installation needs. Assist service members in establishing spending plans for extended absences. Create and distribute informational financial materials. Coordinate, publicize, and conduct Personal Financial Management classes/workshops on topics across the military lifecycle (e.g., first‑time duty, pre‑ and post‑deployment, personal and career events). Respond to requests for age‑appropriate classes or seminars. Use virtual counseling or other electronic modes of communication, such as secure online chat or video‑based communications, as authorized by the OSD FINRED Program office. Manage duty‑to‑warn situations in accordance with DoD protocol. Communicate with leadership and participate in regular individual and group supervision, sharing trends and issues. Participate in regular in‑services, training, quality improvement committees, or other contract activities as assigned. Qualifications Bachelor’s degree required (associate degree plus 4 years of experience or high school diploma plus 6 years of experience may be considered). At least 3 years of financial counseling experience. Must be a U.S. citizen and speak fluent English; bilingual in Spanish may be required. Must obtain a favorably adjudicated Tier2 investigation. Must complete the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process. MUST hold one of the following certifications: Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
