Rural Health Transformation Program (RHTP) Director Initial Posting Date: 08/17/2026 Application Deadline: 08/24/2026 Agency: Oregon Health Authority Salary Range: $8,299 - $12,835 Position Type: Employee The primary purpose of this Rural Health Transformation Program (RHTP) Director position is to serve as the Rural Health Transformation Program (RHTP) overall day-to-day leader within the Office of Health Policy, directly collaborating with the Centers for Medicare & Medicaid Services (CMS) and overseeing statewide implementation and management of the program in accordance with Oregon’s RHTP goals and objectives and federal guidelines. The RHTP Director provides day-to-day support and strategic guidance to RHTP team members and ensures alignment with federal guidelines, OHA strategic priorities, and policy initiatives across the agency and state. The Director works collaboratively with HPA and OHA managers and the Health Policy Director to support team integration and coordination and serves in a lead role coordinating with external partners. The Director also leads RHTP recruitment, hiring, and onboarding activities, including recruitment and onboarding for rotational assignments. Responsibilities Team Management and Strategic Leadership: Direct and oversee a team of managers/supervisors, policy analysts, program managers, and administrative staff responsible for implementing RHTP, including budget and fiscal management, partner engagement, and cross-agency strategic and policy support. Monitor performance and provide direction, coaching, training, and professional development. Office Coordination and Administration: Oversee and facilitate RHTP staff convenings, including monthly all-staff meetings, informational meetings, and opportunities for learning and staff development. Lead planning and coordination of relevant cross-agency and external partner meetings. Serve as a principal liaison with federal and state entities, including CMS, to ensure alignment and coordination of RHTP. External Engagement and Outreach: Represent RHTP internally and externally with OHA leadership, the Governor’s Office, Oregon Tribes, federal and state entities, implementing partners, and other partners. Position Management and Supervision: Direct, lead, and manage staff responsible for executing RHTP and ensure coordination of work to achieve RHTP goals and outcomes. Oversee and support RHTP managers and supervisors in the recruitment, hiring, and onboarding of new staff, including staff on rotational assignments, in collaboration with HPA’s Office of Business Operations and OHA Human Resources. Issues and recommendations within the purview of this position are highly visible and potentially controversial to affected public and private health care constituents, state agencies, and the Governor’s Office. The person in this position works collaboratively with staff across the Oregon Health Authority, as well as business leaders, health insurers, providers, system executives, and other partners, contractors, and consultants. The holder of this position will consistently treat customers, partners, and co-workers with dignity and respect and demonstrate recognition of the value of individual and cultural differences. What We Are Looking For Minimum Qualifications: These qualifications must be visible in your application for consideration. A Bachelor’s degree in a related field AND four years of experience supervising or managing direct reports, including responsibility for directing work, setting expectations, developing staff, and managing performance. OR Seven years of experience in supervision or management, with progressively increasing responsibility for leading employees, directing work, and achieving organizational or program goals. Desired Attributes Proven experience in rural health systems, health equity, and/or health care transformation, with the ability to translate complex health policy and program requirements into effective strategies and outcomes. Extensive knowledge of federal health care programs, policies, and regulatory requirements, with particular expertise in interpreting and applying CMS guidance, regulations, reporting requirements, and program expectations. Demonstrated ability in representing an organization or state in complex discussions, negotiations, and problem‑solving with federal agencies, state leadership, and other governmental entities. Proven capability in interpreting and applying federal and state health policy directives and translating policy requirements into clear operational direction, priorities, and implementation strategies. Exceptional ability in communicating complex policy, program, and operational information to diverse audiences, including federal partners, state leaders, health care organizations, rural communities, and other partners. Collaboration skills demonstrated through successful partnerships across organizational, governmental, and community boundaries, particularly in environments involving multiple perspectives, competing priorities, and shared accountability. Successful track record of leading cross‑functional teams and complex, high‑visibility initiatives involving multiple workstreams, deliverables, partners, and competing deadlines. Demonstrated skill in strategic planning, problem‑solving, and decision‑making in complex and evolving environments, including the ability to anticipate challenges, assess options, and develop practical solutions. Proven experience in financial and grant management, including budget development, resource allocation, fiscal oversight, compliance, and monitoring of expenditures against program requirements. Track record of building and sustaining productive relationships with diverse partners and using those relationships to advance shared goals and achieve meaningful program outcomes. Adept at navigating complex organisational environments and bringing together diverse perspectives to achieve alignment, maintain momentum, and advance statewide priorities. Strong background in leading teams through change, establishing clear expectations, developing staff, and creating an environment that supports accountability, collaboration, and continuous learning. Additional Details The information in your application will be used to complete an Equal Pay Analysis to determine salary placement upon hire. Salary is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%. Employment is contingent upon a criminal records check and a driving records check that meets OHA criteria at the time of hire and throughout employment. This position does not provide visa sponsorship. Within three days of hire, you will be required to complete I-9 documentation and confirm authorization to work in the United States.
