Company Quanta Government Solutions Job Title Project Manager Department Construction Operations Reports To Senior Program Manager/Project Executive Classification Exempt Position Overview Quanta Government Solutions is seeking a Project Manager for dedicated support to a multi‑project transmission infrastructure program in the Pacific Northwest, supporting the Bonneville Power Administration (BPA). The Project Manager will plan, execute, and deliver projects under this program, leading all aspects of the project lifecycle—including permitting, engineering, procurement, construction, commissioning, and closeout—and ensuring adequate internal controls, critical‑path tracking, and compliance with technical requirements. The ideal candidate will demonstrate exceptional project management skills, deep knowledge of federal regulations and compliance, and a proven track record of delivering complex projects on time and within budget. Strong problem‑solving, leadership, and communication skills are essential, as are 7 years of project management experience, including at least 5 years on high‑voltage transmission line and/or substation projects. What You'll Do Own execution of assigned projects from inception through completion, including assigning Integrated Project Teams, conducting meetings, developing reports, tracking budget, schedule, and scope, and submitting required documentation. Coordinate with BPA representatives, internal teams, and executive leadership to ensure compliance with project requirements, budget, and schedule. Collaborate effectively with federal agencies, clients, internal teams, subcontractors, and partners to ensure alignment and project success. Develop and manage project budgets, allocate resources efficiently, and ensure cost control across project lifecycles. Create and maintain detailed project schedules, track milestones and deliverables, and ensure projects stay within scope, budget, and timeline. Provide Program Management with full visibility into project details, reports, and significant developments; seek concurrence on change orders and incorporate guidance as necessary; promptly inform Program Management of major issues for escalation or client discussions. Work directly with client project management staff and stakeholders to ensure requirements are met and relationships remain strong. Ensure strict adherence to federal regulations, guidelines, and security standards, proactively identifying and mitigating risks. Supervise and mentor project teams, fostering a culture of collaboration, accountability, and excellence. Prepare and present comprehensive project status reports, ensuring transparency and effective communication with all stakeholders. What You'll Bring At least 7 years of project management experience, including at least 5 years on high‑voltage transmission line and/or substation projects, and a proven ability to deliver complex initiatives successfully. Bachelor’s degree in Engineering, Construction Management or a related field. PMP (Project Management Professional) certification required by date of hire; additional certifications such as PgMP, ITIL, or Six Sigma are a plus. In‑depth knowledge of federal regulations, compliance standards, and procurement processes. Proficiency in project management software (e.g., MS Project, Primavera) and advanced knowledge of Microsoft Office Suite. Exceptional leadership, communication, problem‑solving, and decision‑making abilities. Ability to obtain and maintain a federal security clearance; background check required. Preferred Qualifications Experience with construction contracts for BPA, DOE, DOD, or other federal agencies. Familiarity with federal methodologies and tools for project management, including EVMS. Demonstrated success in managing both small‑ and large‑scale state or federal programs.
