Assistant Secretary for Public and Indian Housing
Summary This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. Responsibilities HUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Office of Public Housing Investments (OPHI). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. As a Financial Program Analyst, you will: Design, implement, and develop automated financial systems; providing expert advice in specialized areas of financial planning, resolving problems, and developing policies; determining financial system adequacy; reviewing legislation and regulations; developing regulations and guidelines for program users. Develop and monitor financial internal control program(s): identify problem areas and develop solutions to improve operating program effectiveness. Maintain complex operating financial systems, which include developing systems improvements, providing solutions to program management problems. Requirements Conditions of Employment The official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as: - Evaluating and providing recommendations to financial policies for federal initiatives or programs; AND - Managing audits and ensuring risk management programs fulfill legislative mandates and requirements; AND - Using automated financial resources management systems, databases and Microsoft Excel for performing risk evaluation, data analysis, tests control activity, and financial reporting; AND - Preparing written products such as reports, briefings, or statements. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
