Job Description Data and Artificial Intelligence Analyst This position requires an active TS/Sensitive Compartmental Information (SCI) clearance with the ability to obtain a Counterintelligence polygraph to be considered.
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify. The Data and Artificial Intelligence Analyst supports Joint Staff / J2F and Deputy Directorate for Battlespace Awareness (BA) missions to provide the Secretary of War (SecWar), Chairman, Joint Chiefs of Staff (CJCS), Combatant Commanders, Department of War (DoW) Components, Services, and the Joint Staff (JS) with national-level military intelligence products and future capability development analysis. Researches and assesses data, Artificial Intelligence (AI), machine learning, and autonomy requirements, associated programs, and applications (collectively referred to as data/AI) across the Battlespace Awareness/Intelligence portfolio in support of the National Defense Strategy. Conducts engagements with subject matter experts, program representatives, and other stakeholders to promote standards, improve processes, and integrate enterprise efforts to align requirements, acquisition, intelligence, and data transport efforts. Scopes problems as well as identifies and analyzes strategic challenges, opportunities, gaps, requirements, program challenges, risks, dependencies, and fiscal guidance impacts. Assesses the status and trajectory of the enterprise data/AI ecosystem and develops recommendations across doctrine, organization, training, material, leadership, personnel, facilities, and policy to promote efficiencies and interoperability in support of weapon system battlespace awareness/intelligence, survivability, and lethality. Assesses emerging technologies and tradecraft with a focus on policy, workforce, organization constructs, and department processes to advance the vision of delivering the right data, at the right time, and at the right place to enable decision advantage and lethality to the Joint Force. Scopes, leads, and develops data/AI and automation tools, visualizations, websites, and data science projects to enable data-driven decision-making. Additionally, this position supports the formulation, development, production, and evaluation of requirements, designs, policies, processes, and guidance on Intelligence Community and DoW architectures to enable collaboration across Title 10/Title 50 authorities. Compensation & Benefits: Estimated Starting Salary Range for Data and Artificial Intelligence Analyst : $180,000-$215,000. Pay commensurate with experience. Data and Artificial Intelligence Analyst Responsibilities Include:
- Provide technical data/AI expertise to the JS/J2F Intelligence Data Requirements Division; support other J2F Divisions as required.
- Apply structured advanced analytical methods, business analytics, and mathematical models to better understand complex systems and situations in the context of operational requirements and make supported capability recommendations to the Joint Requirements Oversight Council (JROC).
- Identify innovative data/AI architectures, tools, and methods to support performance in all phases of the intelligence cycle.
- Craft effective recommendations for highly complex or sensitive situations that incorporate strategic direction by identifying the impact of a course of action.
- Propose program, process, workforce, and policy changes required to enhance data/AI organizational efficiency and eliminate barriers to organizational success.
- Understand the interrelationships between various units, organizations, and partners and how these affect the organization's mission.
- Establish and maintain collaborative relationships with stakeholders to understand their data/AI requirements.
- Facilitate the development of more integrated solutions by engaging and actively working with others who have unique but relevant expertise.
- Seek and acquire data/information from nontraditional sources through open-source research or outreach to non-Intelligence Community US government agencies, foreign partners, academia, and the private sector.
- Analyze DoW data/AI capabilities and capacities and recommend actions to integrate them with Intelligence Community (IC) and Defense Intelligence Enterprise (DIE) systems.
- Provide analytical and assessment support to enterprise data/AI activities to ensure consistency across current and planned efforts, eliminate overlap and redundancy, and enhance data sharing/interoperability across the enterprise.
- Leverage capability gap analysis to inform DoW and IC planning, programming, budgeting, and execution cycle activities to mitigate validated capability gaps.
- Prepare responses for government release and coordinate requests for information and ad hoc queries for appropriate release.
- Prepare documents and coordinate/present recommendations leading to executive decision-making on capabilities and resource allocation.
- Attend conferences and other relevant events, assist in planning meetings, developing and producing briefings, meeting notes, and other required reports.
- Support resolution of JSAPs, eTasks, and other taskings as required.
- Prepare agendas, send invites, receive preparation materials, review presentations, and distribute information and instructions to attendees related to meetings, In-Progress Reviews, working groups, and/or working sessions.
- Be familiar with Joint Urgent Operational Need Statements and Joint Emergent Operational Need Statements (JUONs/JEONs) and their future JFRP process equivalents as articulated by combatant commands (CCMDs), Services (i.e., Army, Navy, Air Force, and Marine Corps, Space Force), Combat Support Agencies (CSAs), and operational commanders.
- Review Joint Force Requirements Process (JFRP), Defense Acquisition System (DAS) and Planning, Programming, Budgeting, and Execution (PPBE) documentation and identify impacts to programs within or impacting the DoW.
- Assess and analyze JFRP, IC Capability Requirements (ICCR), and other programmatic documents to provide validated recommendations on CCMD, Service, and CSA identified capability requirements and program decisions.
- Interface with SMEs, leaders, and stakeholders from relevant programs and organizations to drive implementation of relevant warfighting concepts in support of the national military strategy.
- Design or modify policies and governance structures, strategies, implementation plans in support of data/AI-related capability development.
- Define, scope, execute, and follow up on tasks related to the Battlespace Awareness/Intelligence Capability Portfolio and Capability Portfolio Management.
- Advise leadership and customers on status, regulations, directives, procedures, and guidance impacting validated joint warfighter capability requirements and congressional appropriations actions.
- Brief and advise senior leaders, management, and staff members on areas of expertise to inform recommendations and decisions.
- Review Service, Joint, and Agency requirements, policies, Concepts of Operations (CONOPS), standards, and business processes for impact on JS J2 equities, the IC, and operational users.
- Provide support to internal/external assessments of DIE requirements, to include integration and interoperability goals and objectives.
- Performs other job-related duties as assigned
- Must have a valid US passport.
- Must be able to travel 25% within continental U.S. (CONUS) and/or outside continental U.S. (OCONUS), as requested by the client.
- Proficient in performing capability requirements analysis and preparing products on a daily basis.
- Proficient in staff writing, multi-level coordinating, and publishing reports and assessments related to data and AI capability requirements development at the executive level.
- Proficient in database research techniques with respect to available DoW, Acquisition, Research, Development, Testing, and Evaluation (RDT&E) and IC resources to perform capability requirements analysis.
- Proficient at using Windows based desktop computers and Microsoft Professional Suite of applications, specifically, Excel, Word, PowerPoint, and SharePoint.
- U.S. Citizenship or Permanent Resident status required.
- Ability to successfully pass a drug screening test and federal background check.
- TS/SCI Security Clearance / Counterintelligence Polygraph eligible.
