Works across front‑end and back‑end systems, supports application modernization and collaborates with teams to deliver scalable solutions. Experience with DevOps practices such as CI/CD, automation, and cloud deployments is required. Responsibilities Analyze proposed applications and design software solutions. Develop, design, and implement software applications for multifaceted projects using Microsoft tools and technologies. Plan and collaborate on programming assignments; provide technical assistance to other programmers and IT staff. Supervise the work of others as needed. Build and integrate RESTful APIs and deliver responsive, user‑friendly interfaces. Work with Microsoft SQL Server, including database design, development, and optimization; use SSMS, SSIS, and SSRS. Modernize legacy applications (classic ASP, VB.NET, client‑server systems) into scalable, web‑based solutions using modern .NET technologies. Deploy and maintain applications in IIS on on‑premises and cloud‑hosted environments (e.g., Azure VMs); configure application pools, certificates, and secure endpoints. Collaborate with cross‑functional teams to analyze requirements, design solutions, and deliver high‑quality software. Use Git‑based version control systems (GitHub, Azure DevOps, Bitbucket) for source control, collaboration, and code management. Develop and maintain documentation, including system design, workflows, and user guides. Use PowerShell scripting for automation and administrative tasks. Perform related duties as assigned. Minimum Qualifications Option 1: Bachelor’s degree in data processing, computer science, or related field + 10 years of full‑time wage‑earning experience in application development or computer programming; 8 years of that experience must involve enterprise‑level database administration. Option 2: Associate’s degree in a related field + 12 years of full‑time wage‑earning experience in application development or computer programming; 8 years of that experience must involve enterprise‑level database administration. Option 3: High school diploma or equivalent + 15 years of full‑time wage‑earning experience in application development or computer programming; 8 years of that experience must involve enterprise‑level database management. Additional Experience Requirements Five or more years of experience in DevOps, Cloud Engineering, or Site Reliability Engineering. Experience with containerization and orchestration (Docker, Kubernetes/AKS). Experience working in or supporting government environments. Experience in CI/CD pipelines using tools such as Azure DevOps or GitHub Actions. Experience with cloud platforms (preferably Azure) for application deployment and monitoring. Basic experience with Docker, Kubernetes, or containerized environments. Experience and understanding of Infrastructure as Code concepts (Terraform, ARM templates). Experience with application monitoring, logging, and performance tuning. Experience in security, compliance, and governance in cloud environments. Experience with Git branching strategies, release management, and automation frameworks. Strong communication and problem‑solving skills. Experience and Education Substitutions One year of appropriate experience may substitute for one year of college (30 course hours) on a year‑for‑year basis. Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Knowledge, Skills, and Abilities Knowledge of development methodologies, practices, principles, and techniques of computer programming and systems analysis, including .NET architecture, ASP.NET and C#.NET. Knowledge of Microsoft SQL Server (including SSIS, SSRS, SSMS) and NoSQL. Knowledge of computer operations procedures and systems. Knowledge of computer programming languages.
