Human Resource Generalist

Administrative HR Professional

We are looking for more than an administrative HR professional. The successful candidate will be comfortable taking ownership of assigned HR functions, particularly bi-weekly payroll, while supporting managers and employees throughout the organization.

Candidates should be comfortable working in an environment where accuracy, employee responsiveness, regulatory compliance, confidentiality, and deadlines are essential to successful operations.

Payroll Administration

• Independently prepare and process bi-weekly payroll for a medium-sized organization accurately and on schedule.
• Review employee timecards, hours worked, overtime, PTO, leave, bonuses, differentials, deductions, and other payroll adjustments.
• Identify and resolve missing punches, timekeeping discrepancies, payroll exceptions, and supervisor approval issues before payroll submission.
• Maintain accurate employee payroll information, including new hires, terminations, compensation changes, deductions, and status changes.
• Coordinate with managers to ensure timecards are reviewed, corrected, and approved by established payroll deadlines.
• Review pre-processing payroll reports for accuracy before final submission.
• Reconcile payroll reports and assist with identifying and correcting payroll discrepancies.
• Maintain payroll documentation and records in accordance with company policy and applicable federal and Virginia requirements.
• Respond professionally and promptly to employee payroll questions.
• Maintain strict confidentiality of payroll, compensation, personnel, and employee information.

Human Resources Administration

• Coordinate new-hire onboarding and employee orientation.
• Process new hires, transfers, promotions, compensation changes, leave, and employee separations.
• Maintain complete and audit-ready electronic and/or paper personnel files.
• Monitor required employee credentials, background checks, training, certifications, driver's licenses, and other employment requirements.
• Assist with benefits enrollment, employee changes, and benefits-related questions.
• Maintain accurate information within the HRIS, payroll, timekeeping, and applicant tracking systems.
• Prepare HR reports and assist management with workforce data as requested.
• Support unemployment claims, employment verifications, workers' compensation administration, and leave documentation.
• Assist with performance management and corrective-action documentation.
• Support employee engagement, retention, and recognition initiatives.

IDD & Regulatory Compliance

• Support HR practices consistent with requirements applicable to a Virginia DBHDS-licensed IDD provider.
• Maintain personnel documentation necessary to demonstrate compliance during internal and external audits.
• Track completion of required orientation, competencies, training, and annual employee requirements.
• Assist with preparation for DBHDS, DMAS, Human Rights, internal QA, and other applicable reviews.
• Work collaboratively with program leadership and Quality Assurance/Risk Management to address HR-related compliance deficiencies.
• Maintain familiarity with applicable federal and Virginia employment laws and company policies.

Requirements

Required Qualifications

• Bachelor's degree in Human Resources, Business Administration, Management, or related field preferred; equivalent relevant HR experience may be considered.
• Minimum 3 years of progressive Human Resources experience preferred.
• Demonstrated experience independently processing bi-weekly payroll for a medium-sized employer is strongly preferred.
• Strong working knowledge of payroll and timekeeping processes.
• Experience reviewing overtime, PTO, deductions, payroll adjustments, and timecard exceptions.
• Working knowledge of federal and Virginia wage-and-hour and employment requirements.
• Strong Microsoft Office skills, particularly Excel, Outlook, and Word.
• Experience using HRIS, payroll, timekeeping, and applicant tracking systems.
• Strong organizational and record-management skills.
• Excellent attention to detail and ability to meet strict payroll and HR deadlines.
• Ability to handle confidential and sensitive information appropriately.
• Strong written and verbal communication skills.
• Ability to work independently, prioritize competing deadlines, and follow assignments through completion.

Preferred Qualifications

• Previous HR experience with a DBHDS-licensed provider, IDD organization, behavioral health organization, healthcare provider, or other regulated human-services organization.
• Experience supporting a workforce that includes hourly, non-exempt, shift-based, and direct-care employees.
• Experience with 24-hour residential or healthcare staffing environments.
• Knowledge of DSP onboarding and competency requirements.
• Experience preparing personnel files for regulatory or compliance audits.
• SHRM-CP, PHR, or similar HR certification.
• Advanced Excel and payroll reporting skills
