Land Development Manager

Relocation assistance is available for qualified candidates. The selected candidate must be willing and able to relocate to the Charleston, SC area within 3 months of their hire date. Job Description The Land Development Manager will report to the Vice President, Real Estate Operations working in the Charleston, SC office to assist with various local land development projects. The job includes owner’s representative type duties overseeing sitework and amenity construction, working with professional consultants and land development contractors, as well as communicating daily with company team members. Emphasis will be placed on quality control, safety and ensuring schedules are followed and jobs are staying within allotted budgets. Position Responsibilities Establish relationships with public officials and governmental agencies, obtain entitlements, permits, and public hearing representation. Coordinate and provide oversight of engineers, architects, and other third-party consultants. Coordinate the workflow and activities of project specific land development field operations (lot and amenity construction), including inspections. Coordinate and provide oversight of general contractors, surveyors and material testing personnel for all site work, grading, infrastructure installation, final lot grading, and clubhouse and pool construction. Able to perform cut and fill analysis and quantity takeoffs. Management of construction contracts. Project planning, scheduling, budgeting, quantity takeoffs and cost analysis. Coordinate land development activities with power, gas, telephone, cable companies. Preparation of bid packages, solicit bids, and compare bids for infrastructure and amenity features construction. Review project drawings for omissions/errors; ensure accuracy of as-built drawings. Ensuring that all project sites are in compliance with regulatory agencies. Obtaining project approvals and permits. Assist in the timely reduction and/or termination of project infrastructure bonds and/or letters of credit. Manage SWPPP activities and compliance. Coordinate and execute the completion of project punch lists. Making sure all turnover checklist items are complete and lots are ready to be turned over to home builders. Update and maintain construction schedules using MS Project. HOA interface and the potential to be on an HOA board. Homeowner interaction and problem resolution. And other duties as assigned. Position Qualifications Bachelor’s degree preferably in civil engineering, building construction, construction management or equivalent experience. Minimum of 2-3 years managing and completing land development projects for residential communities of 500-2000 units with amenities. At least 5 years’ experience in engineering, sitework construction, or homebuilder land development. Strong knowledge of site design, grading, drainage, stormwater, and utility design. Experience navigating permitting process with municipalities, counties, and agencies. Organized and detail oriented. Able to successfully multitask. Must have strong Excel skills and proficiency in MS Project, Word and Outlook. Ability to effectively draft presentations, articles, routine reports, proposals, and correspondence. Excellent project management, communication (written and verbal), and leadership skills. Demonstrated success in managing multiple tasks on time and meeting or exceeding quality standards, in fast-paced environments. Valid driver license and automobile required for site visits and attending meetings at various locations. Travel as necessary to events, meetings, partner and builder businesses, local and state government offices or to attend corporate or other meetings.
