PREA COORDINATOR

If you answered yes to these questions, then you need to apply for the PREA Coordinator position with the Travis County Sheriff’s Office. The PREA Coordinator is responsible for developing, implementing and maintaining a reporting program in accordance with Prison Rape Elimination Act (PREA). The coordinator serves as the point of contact for all PREA issues, ensures compliance with applicable federal mandates, maintains current knowledge of all applicable standards and Department policies and procedures relating to PREA standards, monitors Office PREA standards and compliance strategy, and performs related duties as assigned. The coordinator takes proactive steps to ensure the sexual safety of all inmates in TCSO custody. This position is eligible for overtime. DISTINGUISHING CHARACTERISTICS
The job is located in the Public Safety job family and is a non-sworn employee of TCSO. Directly supervises one staff member and indirectly supervises the TCCC and TCJ PREA Compliance Manager. Advises, guides, trains, and directs as needed concerning PREA implementation. Maintains the Employee Development Folder (EDF) and performs annual appraisal for staff. who are PREA Compliance Managers assigned to TCCC and TCJ. Examines, reviews, and audits department records and data to ensure compliance with PREA mandates. Reviews reports and investigations to ensure completeness, accuracy and adherence to PREA standards. Advises as needed, answers staff questions and directs revisions and corrections. Maintains database to track and archive PREA files, reports and statistics. Uses statistics to improve the PREA program and requests budgetary needs. Reports statistics annually to the U.S. Department of Justice and other agencies in accordance with applicable standards. Provides training in all aspects of PREA, both classroom and online, for new hires, existing staff, supervisors, volunteers, contractors and anyone who may have contact with inmates. Provides ongoing training for all inmates in custody through brochures, posters, videos and in person when needed. Develops PREA training lesson plans and presentations as needed. Writes, revises, and updates policies and procedures involving PREA standards. Annually reviews policies for effectiveness and possible standard deficiencies. Advises staff regarding implementation or interpretation of PREA policies. Communicates regularly with Jail Administrator and command staff concerning PREA incidents, procedures, areas of potential compliance vulnerability, needs, training, statistics, etc. Meets regularly with command staff to advise and receive guidance in order to improve the program. Works toward re-certification by the U.S. Department of Justice and coordinates audits. Works successfully with other entities to ensure compliance with PREA compliance. Guides, assists, answers questions and monitors relationships to ensure successful cooperation. Performs other job‑related duties as assigned. Education and Experience Bachelor's degree in Criminal Justice or closely related field AND one to three (1-3) years directly related, increasingly responsible professional experience. OR Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job. Licenses, Registrations, Certifications, or Special Requirements Must obtain TCOLE Basic Jailer Certification within one year of employment. Must pass U.S. Dept. of Justice PREA Auditor Certification course within two years of employment. Applicants are required to attach their resume in addition to the online application. Physical participation is required to obtain a jailer’s license. A jailer’s license is obtained through Texas Commission on Law Enforcement (TCOLE). The physical participation includes defensive tactics, which may include basic self‑defense, defensive techniques, and inmate handling techniques. TCSO will provide training for licensure. Preferred Two years of supervisory experience Currently certified as TCOLE Basic Jailer Currently certified as a U.S. Department of Justice PREA Auditor. Knowledge, Skills, and Abilities Knowledge of: PREA standards of adult jails. Jail operations and inmate behavior. PREA auditing procedures. Developing and maintaining program data, statistics and reports. Quality assurance and monitoring strategies. Texas Jail Standards. TCSO inmate handbook. Federal, State, Local and County applicable laws, rules, regulations, permits, licenses, practices, standards, policies and procedures. Computer equipment to include word processing, presentations, spreadsheets, databases, maps, records, graphics, project scheduling and management, and other related hydrogeological data applications. Skill in: Providing customer service. Use of computers and related software (Word, Excel, Tiburon, Outlook, PowerPoint, Adobe, etc.) and other standard tools of the profession. Effectively managing time. Problem‑solving and technical decision‑making for developing effective solutions. Both verbal and written communication. Managing projects and working in an organized fashion. Ability to: Maintain files and databases. Represent the Sheriff's Office with other agencies, the public and county employees. Work alone in a motivated way. Train and teach others in a classroom setting or one‑on‑one. Lead groups. Supervise, guide, motivate, and evaluate the performance of others. Plan, prioritize, coordinate, and oversee projects. Physical requirements include the ability to lift/carry up to 25 pounds occasionally, visual acuity, mental effort, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer, and viewing screens for long periods. Subject to standing, sitting, walking, climbing stairs, bending, stooping, squatting, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, driving, repetitive motion, and client/customer contact to perform the essential functions. Subject to contact with noise, vibration, extreme temperature, infectious disease, eye strain and possible physical harm. Subject to continual contact with persons accused or convicted of crimes. Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
