Summary Legislative Affairs Specialist, GS‑13. The Office of the CFO of U.S. Immigration and Customs Enforcement (ICE) is seeking a highly experienced legislative professional to support the congressional appropriations process, legislative research, and written communication with lawmakers and congressional committees. Location Department of Homeland Security, U.S. Immigration and Customs Enforcement, Chief Financial Officer, Washington, District of Columbia. Non‑bargaining unit positions. Duties / Responsibilities Congressional Appropriations – Extensive knowledge of DHS/ICE programs, policies, and procedures as they relate to the congressional appropriations process. Broad experience with the legislative process and how funding decisions are developed, negotiated, and enacted. Research – Expert research of congressional records and monitoring of hearings to track legislative developments. Drafting and reviewing testimony and maintaining accurate legislative action records. Written Communication – Clear, concise, organized writing tailored to the intended audience. Persuasive, accurate, easy‑to‑understand written products. Planning, Programming, Budget, and Execution (PPBE) – Strong knowledge of budget formulation, justification, execution, and reporting. Understanding of how program, budget, accounting, and reporting systems interrelate to support resource decisions. Strategic Thinking – Forward‑looking strategies aligned with the organization’s mission. Prioritization, risk anticipation, opportunity identification, and long‑term planning. Requirements U.S. citizenship. Successful background investigation. Drug screen clearance. Optional: Males born after 12/31/59 must certify Selective Service registration. Full‑time permanent appointment. May require a one‑year probationary period. Qualifications Preferable if you possess at least one year of specialized experience at the GS‑12 grade level (or equivalent) performing duties such as: Experience with the legislative process and funding negotiations. Expertise in drafting and reviewing congressional materials and maintaining legislative action records. Skill using established techniques for studies and reviews that support decision‑making. Knowledge of congressional appropriations processes and PPBE. Skill presenting oral and written communications, including talking points and correspondence, for high‑level audiences.
