The City is seeking a knowledgeable, service-oriented, and detail-focused Human Resources Generalist to join its Human Resources team. This position offers an opportunity to serve as a trusted resource to employees, supervisors, applicants, retirees, and City leadership while supporting a wide range of essential HR programs and services. Working under the general direction of the Human Resources Director, the Human Resources Generalist plays a key role in the day-to-day administration of Human Resources operations , with responsibility for assigned programs and the opportunity to contribute to initiatives that enhance the employee experience and strengthen City operations. What You'll Do This is a diverse HR role with responsibility across the employee lifecycle, including: Recruitment & Onboarding: Coordinate recruitment from vacancy announcement through onboarding, partner with hiring managers, facilitate interviews, coordinate pre-employment requirements, prepare employment documentation, and conduct new employee orientation. Benefits Administration: Serve as a primary resource for employees on medical, dental, vision, life, disability, retirement, FSA, EAP, and other benefit programs; coordinate Open Enrollment and qualifying life events; and ensure accurate benefit records and billing. Leave Administration: Administer FMLA and assist with military, disability, retirement, and other protected leave programs while coordinating closely with employees, supervisors, Payroll, and benefit providers. HRIS & Records: Maintain accurate employee information, personnel records, confidential files, and HRIS data while ensuring data integrity and compliance with applicable retention requirements. Compliance & Reporting: Prepare HR reports, regulatory submissions, audits, surveys, and other required documentation while supporting compliance with federal, state, and local employment requirements. Employee Support: Respond to employee and supervisor questions, provide guidance on HR processes, and deliver exceptional customer service while appropriately escalating complex or sensitive matters to the Human Resources Director. HR Programs: Support performance management, employee recognition, wellness and engagement initiatives, policy implementation, special projects, and continuous improvement efforts. What We're Looking For We are seeking a professional with: A bachelor's degree in Human Resources or a related field and four - six years of progressively responsible HR experience, or an equivalent combination of education, training, certification, and experience . Working knowledge of HR principles, employment laws, benefits, leave administration, recruitment, records management, and HRIS systems. Strong organizational skills and exceptional attention to detail. Excellent written, verbal, interpersonal, and customer service skills. The ability to analyze information, identify discrepancies, maintain accurate records, and meet deadlines. The ability to exercise discretion, professionalism, and sound judgment when handling confidential and sensitive matters. The ability to work independently while effectively collaborating with employees, supervisors, vendors, and City leadership. A commitment to continuous learning and staying current with HR laws, regulations, and best practices. SHRM-CP, PHR, IPMA-HR, or comparable HR certification is preferred. The successful candidate must be able to obtain Maryland State Retirement Coordinator certification and a Maryland Notary Public commission. Hiring range for this full-time, exempt position is $56,863 - $70,000, dependent on qualifications.
