Starting Pay Range: $91.468 to $106.582 Annually DOQ

  Total Pay Range: $91,468 to $121,948 Annually

POSITION SUMMARY

The Housing Manager participates in the planning, organizing and supervision of the day-to-day operations and activities of the Housing Department. This position will assist in developing and updating policies, procedures, processes and forms relating to the administration of housing programs including HCV, LIHTC, LIPH and other funders. As a member of the department leadership team, assists in ensuring compliance through quality control functions in all areas.

E ssential Function Summaries

1. Supervise and monitor the work of assigned staff. Recommend personnel actions including selection, discipline, termination, reassignment, and promotions. Ensure compliance with federal and state employment laws and regulations, BHA personnel policy and union contracts. Receive and resolve complaints regarding staff. Resolve union concerns or grievances for staff as appropriate. Provides coaching .
2. For all assigned areas of responsibility, ensure compliance with local, state and federal law and regulations and the commitments and requirements of funders. This could include the HCV Administrative Plan, ACOP, 4350.3.
3. Ensure that all files and records meet audit standards in external audits by providing quality assurance oversight. 
4. Facilitate the involvement of staff to develop, implement, and continuously improve customer service delivery. 
5. Develops and delivers training to department staff, including new hires.
6. Research, analyze and problem-solve complex situations with applicants, participants, landlords, partners and staff. 
7. Research, refer, and resolve program violations, including fraud and noncompliance. Make recommendations about participant terminations consistent with governing regulatory policies. 
8. Provide leadership to support the strategic plan and mission of the agency.
9. Other duties as assigned.

Specific area of responsibility for this position will include specialized tasks in one or more of the following areas:

• Certifications for HCV, LIHTC, LIPH, PBRA participants
• Reporting and compliance
• HCV Inspections
• Customer service
• Admissions and leasing for HCV, LIHTC, LIPH, and PBRA

POSITION QUALIFICATIONS

Required Education and Experience

Education: A bachelor's degree or equivalent from an accredited college or vocational/technical school.

Experience: 

• At least 4 years’ experience in Affordable Housing Programs such as Housing Choice Vouchers, Project Based Vouchers, Public Housing, Tax Credit and/or other subsidized housing programs. Previous supervisory experience preferred.

While these requirements are the traditional standards for developing the skills required for this classification, any combination of experience, training and education that demonstrate the ability to successfully perform the essential functions of the classification may be considered.

Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and/or experience when relevant.

Computer Skills:

• Experience using Microsoft Office programs, including Word, Excel, and Outlook.

• Experience with property management software, YARDI systems preferred.

• Experience using various office equipment such as computers, phones, photocopiers, fax machines, mail machines, scanners, etc.

O ther Requirements:

• Must possess a valid driver’s license for use in Washington State with the continued ability to be covered under the Housing Authority’s auto insurance policies.
