Project Manager

Nebraska Department of Transportation/ Business Technology Support Division is seeking a dedicated IT Project Manager/Scrum Master who will perform project management and business analysis. This position will join NDOT’s Information Technology Project Portfolio Management Office (PPMO) team in helping to manage IT projects from initiation to closure. Under general direction, the successful candidate will plan, direct and coordinate project management activities of designated project(s) ensuring that goals and objectives are accomplished within prescribed timeframes and requirements. The role requires excellent relationship-building, leadership and client‑management skills and a deep understanding of project‑management tools and approaches for complex projects. Responsibilities Project management responsibilities include the coordination and completion of projects on time, within budget and scope. The role involves overseeing all aspects of projects, setting deadlines, assigning responsibilities, monitoring progress, summarizing status, and preparing reports for the project portfolio and upper management. The successful candidate will also: Work directly with clients to ensure deliverables fall within applicable scope and budget. Lead and direct the work of others with a wide degree of creativity and latitude. Develop requirement specifications, business cases, functional specifications, process models and state transition models. Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Perform gap analysis to compare solutions against stakeholder requirements and conduct vendor product evaluations. Enhance the capabilities and effectiveness of NDOT by ensuring proposed solutions are properly understood and appropriately exploited. Lead project teams of various sizes and see them through to completion. Create and publishing project documents to include scope, schedule, business requirements, risk assessment and response, and time estimates. Determine resources required to accomplish project objectives. Contribute to or participate in stakeholder meetings. Planning and executing communication, change control, quality and risk control plans, and coordinate specific activities. Monitor project performance, solve project slippage and constraints, and control scope, schedule and status reporting. Facilitate closeout activities such as lessons learned and customer feedback. Analyze and document process flows and perform QA/QC functions. Capture business requirements and assist with design and development. Use Azure DevOps to create product backlogs, user stories and tasks. Perform process‑flow analysis of existing systems/applications. Support testing as required. Requirements Bachelor’s degree or technical degree in Computer Science, Software Development, Project Management, or equivalent combination of education and a minimum of 5+ years of project‑management experience. Minimum of 2+ years managing projects/software development utilizing Agile SDLC. Minimum 5 years of project‑management experience. Experience with the following project‑management activities: strong soft skills, empowering, motivating and influencing others without authority; developing requirement specifications; business/functional specifications; process models; state transition models; gap analysis; vendor product evaluation; approaching solutions in a proactive manner. Proven working experience in project management, including experience as an IT project manager or ERP project manager. Strong client‑facing, internal communication, written and verbal communication skills. Solid organizational skills including attention to detail and multitasking. Strong working knowledge of Microsoft Office. Strong understanding of formal project‑management methodologies such as PMI. Experience leading process to complete project charter and obtain necessary approvals. Managing stakeholder expectations, project risks and problem solving. Controlling project scope and changes, schedule, and status reporting. Ability to lead project teams of various sizes and see them through to completion. Capture business requirements and assist with design and development. Knowledge of Azure DevOps for product backlogs, user stories, and tasks. Strong verbal and written communication skills. Candidate must be able to work onsite and remotely when required. Regular and reliable attendance is required. Experience supporting Department of Transportation, Highway Safety, Traffic Safety or financial systems. Preferences Experience with all aspects of project management. Experience with Agile development utilizing SCRUM. Experience working with developers and end users. Project‑management certification desired. Experience with Web Services and Windows Services. Experience using Microsoft SQL Server. Experience with CICS. Experience handling multiple projects. NDOT utilizes Agile development methodology. NDOT web applications are built in MVC pattern with MSF C#.NET, HTML, JavaScript, CSS and XML which interact with the Department's Information Systems.
