Summary The primary purpose of this position is: To support the Staff Judge Advocate (SJA) as a senior attorney, providing legal advice and counsel for the most complex, often precedential, Direct Reporting Unit-level (MAJCOM and NAF equivalent) issues regarding general law matters tothe Air Force District of Washington (AFDW) commander, AFDW headquarters staff, three subordinate wings, the Pentagon, and units located worldwide. Learn more about this agency Duties Help As a senior attorney, advises the Air Force District ofWashington (AFDW) Chief of General Law, the SJA (Staff Judge Advocate), the AFDW Commander, AFDW staff, subordinate organizations, Pentagon personnel at the Headquarters Air Force and Secretariat level, and Air Force organizations worldwide on a host of general law matters. For the most complex legal issues impacting all levels of Air Force organizations worldwide, prepares for and represents the AFDW and its legal interests and obligations in correspondence, meetings, negotiations, and judicial and administrative hearings, involving federal, state, and local officials, parties with adverse interests, and commercial entities. Responsible for providing dedicated operational law and emergency management support to the Chief of Operational Law, Chief of General Law, the SJA (Staff Judge Advocate), the AFDW/320 Air Expeditionary Wing (320 AEW) Commander, AFDW/320 AEW staff, and subordinate organizations. Balances the interest of a variety of clients, both internal and external to the organization, the AF, DoD, and outside agencies to achieve mission goals and objectives. Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth Employee must adhere to the Air Force Rules of Professional Conduct Employee must be able to obtain and maintain secret security clearance Employee may be required to work overtime Employee may be required to travel for temporary duty away from home station Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter Employee may be required to work additional duties as assigned This is a centrally managed position Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of applicable law pertaining to the specialized areas of legal practice, as determined by the SJA, in order to provide legal advice and counsel to command and management and represent AF interests. Knowledge of information management systems and methodology pertaining to managing attorney tasks, legal office documents, electronic communications and work product. Skill in recognizing and analyzing key legal issues in a factual situation and applying well-reasoned analysis to reach clear, concise conclusions. Skill in performing legal research using a broad array of contemporary research mechanisms and resources, including electronic, and in collecting factual information relevant to a legal problem presented. Ability to research legal issues, analyze complex factual situations in light of general legal principles and the results of research, and prepare legal opinions. Ability to communicate effectively with a diverse group of high-level individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings. Ability to prepare cases for trial and/or try cases before a court, administrative body, or an official having quasi-judicial power. Ability to make autonomous decisions on recommended policies when no clear precedent exists. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
