Job Description:
- Invoice and Deliverable Management: Submit accurate invoices and deliverables per the schedule in Table 1 (Deliverables). Reconcile discrepancies within five (5) business days of government notification.
- Staff Recruitment and Management: Recruit, screen, and manage qualified personnel, ensuring compliance with clearance requirements. Provide onboarding and training to align staff with program objectives.
- Security Clearance Management: Maintain a Top-Secret Facility Clearance and ensure staff obtain and retain required clearances (up to TS/SCI for specific roles, as defined by the COR). Provide quarterly clearance status reports.
- Collaboration: Work collaboratively with the PMO, partner agency and other government leads, the Management Board, and other vendors to achieve program goals. Attend bi-weekly coordination meetings with the COR and PMO leads.
- Staff Support: Provide management support to Contractor staff, including communication tools, time management guidance, and clarification of requirements. This does not include development or testing activities.
- Labor Forecasting: Submit monthly labor forecasts by the 5th of each month, detailing staffing levels, roles, hours, and clearance status for all remaining months in the current base/option period. Forecasts shall achieve a variance of five percent (5%) or less compared to actual invoiced amounts.
- Contract Management Meetings: Conduct monthly meetings with the COR, PMO, partner agency leads, and government program managers to review performance, deliverables, and recommendations for process improvements.
- Monthly Management Reports: Submit Monthly Management Reports per Table 1, including schedule, staffing forecasts, major milestones, accomplishments, planned activities, key decisions, Contractor performance risks and mitigations, program risks and mitigations, and (for labor-hour tasks) projected and actual spending by task for each month to date and through the end of the PoP.
- Submit monthly activity reports as part of the Monthly Management Report submission for labor-hour tasks using the government's project tracking system or a COR-approved vendor-operated system. If instructed by the COR, this shall be integrated with government analytics.
- Emergent Requirements: Respond to ongoing and emergent requirements in coordination with the COR and Contracting Officer (CO), ensuring timely communication and resource allocation to identify, document, schedule, and track implementation as prioritized by the COR.
- Other Direct Costs (ODCs): Manage and execute ODC purchase requests (e.g., software licenses, travel for conferences) on behalf of the government, with prior COR approval. Submit monthly ODC expenditure reports as a part of the Monthly Management Report.
- Transition Out: Maintain steady state operations during transition to a new contractor or the government without gaps in performance or availability. Collaborate with new contractor to provide material support and perform knowledge transfer, execute risk mitigation strategies, and perform logic, code, and documentation transfer and review. Define a Transition Out Plan that defines how and proposes a schedule for transitioning out to a new contractor or the government.
