Summary This position is part of the Deputy Administrator for Naval Reactors, Department of Energy. Check the "How to Apply" section for more details. As a Nuclear Engineer, NN-0840-04 , you will:
- Lead and provide expert engineering support across the lifecycle of naval nuclear propulsion plants, including research, development, design, acquisition, specification, construction, inspection, installation, certification, testing, overhaul, refueling, operations, maintenance, supply support, and ultimate disposition.
- Advise program offices and site managers on interpretation and application of technical requirements and policies; evaluate proposed modifications and alternative approaches; recommend and track corrective actions; and provide oversight and coordination with Navy, DoD, DOE, design laboratories, shipyards, and other partner organizations.
- Prepare internal policy guidance, technical standards, and related documentation that may drive changes in policy, technical direction, and program execution for naval nuclear propulsion activities.
- Participate in meetings, panels, and conferences with federal and state agencies, national laboratories, contractors, and other stakeholders; present briefings and speeches; communicate office positions; and articulate issues, impacts, and solutions on complex technical and policy matters.
- Review, analyze, and assess technical research and development reports, engineering plans, and program proposals related to areas such as submarines, surface ships, reactor plants, instrumentation and control, materials, nuclear components, and reactor safety; provide recommendations to inform program decisions.
- Serve on ad-hoc and cross-functional teams with other government and private-sector engineers to conduct broad policy and technical studies, support advanced concepts (e.g., advanced submarines, new ship designs, advanced and nuclear technologies), and address emergent issues in naval nuclear propulsion.

- You will be required to obtain and maintain an interim and/or final DOE Q level security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment may be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
- A one year probationary period may be required. Employees serving on probationary period may be terminated at any time during the probationary for performance, conduct, or business-related reasons in the interest of Federal service.
- Probationary periods are required for new employees appointed to competitive service positions for the first time.
- Reinstated employees who returned to Federal service after a break in service of 30-days or more and who have not completed a probation will be required to complete a new probationary period.
- Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.

- Experience applying nuclear, mechanical, electrical, and/or chemical engineering principles to plan, manage, and evaluate contractor activities for nuclear propulsion systems;
- Overseeing or assessing propulsion plant design changes and ship construction to ensure compliance with technical requirements, safety standards, and program objectives; and
- Experience ensuring implementation of health and safety precautions in engineering work, including evaluation of contractor safety practices and integration of safety considerations into design, construction, and modification activities.

- Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
- Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive).
