Position Overview
We are seeking an Associate Attorney to join our municipal law team to provide high-quality legal advice and representation to cities, special districts, and other public agencies. The Associate Attorney will handle a wide range of public law mattersadvising on open meetings and public records compliance, conflicts of interest, drafting ordinances and contracts, and representing clients in administrative proceedings and litigation. The role requires clear, practical legal counsel, strong research and writing skills, and the ability to partner with elected officials and agency staff to advance client objectives while ensuring legal compliance.

Key Responsibilities

• Advise municipal clients on the Brown Act and open meeting requirements, including meeting preparation, agenda review, and real-time counsel at public meetings.
• Respond to and manage Public Records Act requests and advise on lawful disclosure and exemption issues.
• Counsel clients on conflicts of interest, FPPC rules, recusal obligations, and political reform matters.
• Draft and review ordinances, resolutions, memoranda, agreements, policies, and ordinances for municipal clients.
• Provide legal research and prepare concise written opinions, memos, and oral advice on complex public law issues.
• Represent clients in administrative hearings, mediations, and civil litigation as assigned; coordinate with outside counsel when necessary.
• Attend city council, board, and commission meetings to provide proactive and strategic legal guidance during public proceedings.
• Collaborate with clients and internal teams to identify legal risk, propose practical solutions, and implement compliance strategies and training for agency officials and staff.
• Manage a caseload, maintain accurate client billing and matter records, and meet deadlines while delivering high-quality client service.
• Supervise and mentor junior attorneys and paralegals when appropriate and participate in business development and community outreach efforts.

Qualifications

• Juris Doctor (JD) from an accredited law school and active membership in the State Bar
• 1+ years of experience practicing public agency or municipal law; a background in Brown Act, Public Records Act, conflicts of interest, and general public law is strongly preferred but not required.
• Demonstrated experience drafting ordinances, resolutions, contracts, policies, and formal legal opinions for public entities.
• Experience in litigation or administrative proceedings involving public agencies is desirable.
• Excellent legal research, analytical, and writing skills with the ability to communicate complex legal concepts to non-lawyers clearly and pragmatically.
• Proven ability to provide timely, client-focused advice in a fast-paced environment and to give clear oral advice at meetings and hearings.
• High ethical standards, strong judgment, and experience handling confidential and politically sensitive matters.
• Ability to manage multiple matters simultaneously, maintain organized files and billing, and work collaboratively with clients, colleagues, and external counsel.
• Preferred: experience with local government operations and decision-making, familiarity with the Fair Political Practices Commission (FPPC) rules, and previous municipal counsel experience.
