Technical Program Manager - SATCOM Operations

This role serves as the single point of accountability for all program performance across operations, engineering, cybersecurity, and subcontractor management in a 24x7x365 environment. Responsibilities Overall program execution and delivery of all contractual requirements, ensuring mission availability, SLA performance, and compliance with DoD operational and cybersecurity standards. Interface directly with Government stakeholders including CSCO/EMSS PMO and DITCO contracting, providing program status, risk management, and performance reporting. Requires oversight of geographically dispersed teams supporting SATCOM gateway operations, baseband infrastructure, and enterprise communications services. The PM will manage multi-vendor subcontractors, coordinate cross-functional workstreams, and integrate operations into a unified execution framework. Lead transition-in planning and execution, including 30/60/90-day plans, staffing, and operational continuity. The PM will ensure FCC license continuity, COMSEC accountability, and uninterrupted mission operations during transition and steady state. Ensures compliance with RMF, CTSP, DFARS, and IAVA requirements, including remediation timelines and cybersecurity governance. Establish metrics-driven program oversight, including KPIs, Monthly Management Reports (MMR), Mission Status Reports (MSR), and PMR briefings.
