POSITION DEFINITION :

The Housing Choice Voucher (HCV) Program Manager is responsible for the comprehensive management and oversight of all aspects of the Authority's Housing Choice Voucher Program and its subprograms, including Project-Based Vouchers (PBV), Enhanced Vouchers, Non-Elderly Disabled (NED) Vouchers, and Portability. The Manager ensures compliance with all applicable HUD regulations, policies, and program goals, while leading staff performance, managing external relations, and ensuring operational effectiveness. The Manager is responsible for recommending, implementing, and tracking Moving to Work (MTW) flexibilities and initiatives once they have been adopted and outlined in the Admin Plan.

ESSENTIAL DUTIES :

Program Oversight and Compliance:

• Administer and oversee all voucher types: HCV, PBV, Enhanced Vouchers, RAO, TPV, NED, and portability (incoming and outgoing).
• Ensure compliance with HUD regulations including 24 CFR Part 982, HOTMA, and Administrative Plans.
• Develop, implement, and monitor program policies and procedures to ensure consistent compliance and service delivery.
• Oversee tenant eligibility, leasing, relocations, reexaminations, terminations, and appeals.
• Monitor PIC and VMS submissions for accuracy and timeliness; ensure maximum funding through accurate reporting.
• Oversees, establish and maintain performance standards and corrective measures as necessary.
• Recommend, implement and track MTW flexibilities and initiatives.
• Update Administrative Plan on an annual basis to implement required regulatory changes as well as best practice amendments.

Portability and Voucher Administration:

• Manage the port-in and port-out processes, including communication with PHAs nationwide and reconciliation of inter-agency HAP payments.
• Ensure accurate and timely relocation processing for returning port-out clients.
• Coordinate issuance and administration of Project-Based and Enhanced Vouchers in compliance with regulatory timelines.
• Manage all internal/external reporting needs in a timely and accurate manner, including VMS, Voucher Utilization, and PJC.
• Maintain strict confidentiality on restricted information, files and records.
• Perform other related duties as requested.

Budgeting and Financial Reporting:

• Prepare the annual HCV program budget and monitor ongoing expenditures.
• Collaborate with Finance on HAP disbursement planning, funding projections, and audit preparation.
• Ensure accurate and timely issuance of Housing Assistance Payments (HAP) and Utility Allowance Payments (UAP).

Staff Supervision and Development:

• Supervise HCV Occupancy Specialists and contracted NSPIRE/Quality Control Inspectors.
• Oversee NSPIRE inspection contracts and RFP processes when applicable.
• Assign workloads, evaluate performance, identify training needs, and implement staff development plans.
• Promote staff accountability and high-quality service delivery.

Administration and Reporting:

• Prepare monthly reports for the Executive Director and Board of Commissioners.
• Attend executive staff meetings and provide regular departmental status updates.
• Coordinate with internal departments, HUD auditors. and external stakeholders for audits and program reviews.
• Maintain confidentiality of all sensitive information, records, and program data.

Public Engagement and Communication:

• Serve as liaison to tenants, landlords, and community partners; facilitate conflict resolution as needed.
• Develop communication materials to inform the public and program participants about housing opportunities, program updates, and policy changes.

Other Duties:

• Manage special projects and investigations as assigned.
• Support strategic planning and contribute to agency-wide goals and initiatives.

QUALIFICATION REQUIREMENTS :

• Associate's or Bachelor's degree in Public Administration, Business, Urban Studies, or a related field preferred
• Minimum five (5) years of progressively responsible experience in affordable housing or HCV program management, including staff supervision.
• Strong knowledge of HUD regulations, HCV Administrative Plans, and voucher operations (HCV, PBV, NED, Enhanced, portability).
• Proficient in HUD systems (PIC, EIV, VMS), Microsoft Office Suite
• Demonstrated ability to manage staff, budgets, compliance tasks, and inter-agency relationships.

CERTIFICATE/LICENSE :

• Connecticut Motor Vehicle Operator's License.
• HUD-required HCV Program certifications must be obtained within one year of hire.

COMPENSATION & BENEFITS :

Salary Range: $80,000 - $90,000 annually. Actual starting salary will be determined based on qualifications, experience, internal equity, and other job-related factors.
