The position will report to the Manager of Construction Managementwho will provide general guidance and oversight. This position will have responsibility for construction management during all phases of moderately complex projects. Manage the execution of PGO work plan in accordance with the appropriate Scope and Method of payment while maintaining financial stewardship. Ensure the efficient utilization of contractor resources to meet the work plan. This position works to ensure customer and company project goals are met while working with both internal and external stakeholders.This position will serve as the single point of contact for all PGO contractors. This could include all phases of the project lifecycle from development through construction activities to assure the project is built per Duke Energy’s specifications and standards.Assisting the project team with managing, enforcing or ensuring:Project costsSchedule adherence to achieve project in-service datesCompliance with permitting requirementsAdherence to safe work practicesCoordination of material as neededAdherence to safe work practicesPublic safety is maintained, and appropriate security is utilized at project sitesCommissioning of facilities through the placement of assets in service.Basic QualificationsAssociates degree in Engineering Technology, Construction Management or Other Related Degree5 years Required Related ExperienceIn lieu of Associates degree: Highschool Diploma/GED and 7 years Related Experience can be considered.Preferred Qualifications:Bachelor’s degree in engineering, Construction Management or relevant field experience and three (3) years' required work experience that must be in utility constructionExperience performing H&S safety observationsPossesses experience in multiple roles and/or jurisdictions in PGOUnderstanding of crane operations and associated riggingUnderstanding of DOT work zone complianceThorough understanding of the “Keys to Life” safety documentDemonstrated knowledge and skills with various internal tools and software applications - (Maximo, Plantview, Construction Audit Tool, iTOA, Duke Energy GIS system, Planed Outage Portal(D), and Duke Energy ADMS tool (Distribution)Working Conditions:Willing to work in adverse conditions such as wet, swampy, isolated locations; cold and hot weather; and emergency conditions, i.e. storm restorationWillingness to travel the geographic territories of Duke Energy as projects are system wideThis positions routinely required to work extended work schedules in support of work activities scheduled at night, weekends, and holidaysWilling to be the POC after hours on a rotation basis for the distribution contractors for emergent and storm work 24/7 (Distribution)Specific Requirements:Associate’s degree in engineering technology, construction management, or relevant field and five (5) years' required work experience that must be in utility construction,OR a bachelor’s degree in engineering, Construction Management or relevant field experience and three (3) years' required work experience that must be in utility construction,OR a high school diploma/GED and seven (7) years of utility construction/maintenance experience.Valid driver’s licenseEffective written and oral communication skillsWorking knowledge of Resource/Work Management principlesWorking knowledge of workforce resourcing and contract administrationStrong conflict management and negotiation skillsGeneral understanding of budgeting practices and charging guidelines• Effective problem solving and analytical skills• Working knowledge of software applications such as Microsoft Office products and familiarity with retrieving all applicable corporate informationPoint of contact for all pre-approvals based on the Scope and Method of Payment requirements (Distribution)Monitor and respond to construction approval forms (CAF) in Maximo (Distribution)Perform discretionary construction audits and enter them in the audit tool per requirementsPerform technical reviews as assigned and complete within the required specified timeframe (Distribution)Communicate anomalies in the work plan to the correct stakeholdersReview and understand the Contractor billing guidelinesThe Sr. Construction Mangers are the primary POC for emergent situations for the contractor for restoration activitiesProvides feedback to Project Management, the Resource management schedulers and planners on contractor work progress. This includes any impacts from emergent work that will impact the construction completion of a project by the target finish datesHelps to resolve disputes between external parties and the Duke Energy contractors.Provide construction related technical guidance during the project life cycle, including the site scoping reviews and constructability reviews.Assist the project team with construction outage sequence plan and resource strategy during bids and pricing portal events.Provide input during the change order review process by validating the need and cost estimate for requested changes. (Transmission)Work with the Outage Coordination Team and Project Team to identify the proper construction/clearance sequence plans. Align all construction activities to meet outage and project schedules. (Transmission)Coordinate with Work Management Planner on the Submission of Clearances and Hot Line tags (iTOA's) in support of the integrated construction/clearance sequence plans and the Independent Verification Process. (Transmission)Support/attend pre-construction meetings.Support FAC-OO8 walkdowns. (Transmission)Actively participate in all required project construction meetings supporting a safe and efficient project execution. (Transmission)Coordinate with Engineering to facilitate required changes or deviations from the original project scope/designEnsure Environmental/Erosion control compliance for assigned projects.Assist the Project Manager in coordinating with various business units within Duke Energy, including Generation, and other external customers/others to obtain agreement for work activities that are performed as appropriately identified.Coordinate activities associated with pre-commissioning and commissioning. Ensuring proper documentation is completed. Provide periodic updates on commissioning status and progress.Support contractor with Switching &Tagging/Work Authorization knowledge as neededAssist with Contractor onboardingPerform H&S observations as requiredOther duties as assignedSubstation Specific (when applicable)Versed and experienced with site development activities related to clearing & grubbing and substation site development, below grade civil activities related foundations/pads for structures and equipment, drainage, etc. Knowledgeable of control house construction techniques/types, structural/buss and cable tray construction techniques, equipment placement, all related wiring for both control and power and Protection & Control equipment installation. Demonstrated experience with testing and commissioning of substation related equipment of all types. (Transmission)Line Specific (when applicable)Versed and experienced in Right-of-way clearing, expansion, and restoration. Versed and experienced in the various techniques of pole foundations and the construction thereof. Versed and experienced in the various steel and concrete poles used on the Duke Energy system and their assembly requirements. (Transmission)Versed in various types of pole framing, switch assembly, guying, and all related material application. Versed and experienced in the installation/removal of transmission and distribution conductors, sag/tensioning, bundled spacer placement, and clipping in/splicing.Thorough knowledge of Duke Energy process standard for using helicopters in transmission facilities construction.
