Overview Deputy Chief Financial Officer (Fiscal Services Administrator VI) – Grade 24 Executive Services (This position serves at the pleasure of the Appointing Authority) We are seeking an experienced and strategic financial leader to join the Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) team as our Deputy Chief Financial Officer. Responsibilities Serve as assistant advisor to the MDOT MVA Administrator, Deputy Administrators and executive team on all Finance matters, issues, and directions. Support the CFO in presenting the annual budget to MDOT senior finance staff and cooperate with the Administrator to the Secretary, Deputy Secretaries and TSO Finance team. Attend legislative budget hearings as needed. Engage with executive staff in the design, implementation, and management of the strategic course for the MVA. Align the strategic plan with the Mission, Vision, Goals and Strategies of the Administration. Discuss budget and strategic information with the MVA Administrator and executive management. Provide monthly financial status updates and insights to enable executive decision-making; participate in monthly project review teams and legislative considerations affecting MVA; manage for results and other planning, budget, and finance meetings at MDOT. Assist with leadership of the Office of Financial Services including Financial Management and Accounting and Financial Systems; oversee Accounts Payable, Accounts Receivable, Cash Receipts, and Revenue. Supervise and support processing of over 2000 invoices monthly and over $20 million in refunds via the FMIS and related financial systems. Sponsor the management and development of financial systems, including interfaces with the Customer Connect business system and related accounts receivable and invoice workflow IT systems; support business process improvement using information technology to enhance customer service and efficiency. Manage workforce diversity and leverage technological advances in the workplace. Provide consolidated weekly financial updates so managers know their financial status in a timely manner to enforce financial accountability. Provide reports and analysis for various units, including expenditure summaries and details. Qualifications Management or executive-level experience advising senior leadership on financial strategy, budgeting, and fiscal policy. Strong knowledge of governmental accounting, state budgeting processes, fund structures, grants, and capital program funding. Expertise in financial analysis, forecasting, modeling, and variance reporting for large and complex budgets. Experience overseeing major financial operations, including Accounts Payable, Accounts Receivable, Cash Management, and enterprise financial systems. Strong analytical skills with the ability to interpret complex fiscal data, evaluate legislative fiscal notes, and provide clear, actionable recommendations to leadership. Experience presenting and defending budgets to executive leadership, senior finance officials, and legislative committees. Proven ability to lead diverse financial teams and manage multi-division operations with accuracy and accountability. Exceptional communication skills to convey financial information to non-financial audiences. Strong strategic thinking to align financial decisions with agency mission, goals, and long-range planning. Ability to manage competing priorities, high volumes of work, and tight deadlines in a fast-paced, high-visibility environment. Proficiency with enterprise financial systems (such as FMIS, BARS) and advanced skills in budgeting tools, forecasting models, and data-driven decision-making. High ethical standards, sound judgment, and commitment to transparency in financial management. Experience : Six (6) years of experience in government, public sector, or business operations with budgeting, financial management, accounting, or fiscal oversight. Four (4) years of supervisory or management experience leading professional staff in areas such as financial operations, budget development, business administration, fiscal analysis, or related administrative functions.
